Africa's relationship with the outside world is volatile. Ten years ago the interest shown by the superpowers seemed to offer Africa significant partici- pation in world affairs. But today the situation has altered. Africa is dogged by widespread economic crisis which has reduced its international status. Polices of structural readjustment have placed African economies since 1980 under outside tutelage without managing to extricate them from their rut. An African conversion to liberalism is not for tomorrow.
