Hungary/Romania: Rivalries and Synergies in the March Towards Europe, by Antonela Capelle-Pogàcean
The signing of the Hungarian-Romanian treaty reflects both countries' wish for Euro-Atlantic integration.The agreement also sheds light upon a rapprochement between the two countries over the Magyar minority, which has, for long time, been a source of tensions between Bucharest and Budapest. The socio-liberal Hungarian government pragmatically invokes the international norms on minorities to defend the rights of Magyars outside of Hungary. Moreover, the Romanian attitude has become more rational. This trend should be confirmed after the legislative and presidential elections, the 3 and 17 November 1996, which saw the first democratic changeover with the opposition's victory, as well as decline in the influence of the nationalists, and which could lead to a 'normalization' of bilateral and interethnic relations.
