The regional side of political communication. Corning back on the diffusion of an expertise.

Communication and opinion poil techniques are spreading in the regions. The situations are diverse, and the area remains blurred but institutionalization is getting obvious. It is, therefore, useful to corne back on the explanations provided by academic specialists in this matter on the origins of this diffusion. Eventually, even if ten or so assumptions can be spotted in scientific works, there are three dominant «paradigms» : the first one puts an emphasis on the technique, the second one on the actors, the third on institutionnal rules. It is, however, useful to «reframe» these paradigms in order to show the mistakes they encompass, all the more so since they take up a view of the regional level that may not provide a good apprehension of its specific logics.
