Abstract

The announcement made simultaneously at 12 noon on December 17th 2014 by the presidents of Cuba and United States, Raúl Castro and Barack Obama, on the accord to start the long process of normalizing their bilateral relations, after 18 months of secret negotiations, was as unexpected by the majority of international analysts as it was transcendent for the history of contemporary international relations.
