Abstract
The report looks at the reshuffling of cabinet posts in the Libyan government and it deals in particular with the appointment of Omar al-Muntassar as prime minister. He is seen as Qaddafi's new man to bring some order to Libya's shambling economy and restore its tarnished image abroad. Qaddafi's rapprochement to Arafat and his PLO is also discussed. (DÜI-Asd)
