Abstract
Decision support, model building, public decision making, project development, controlling of public decisions, innovative public decision making. - There are several reasons to assume that political decision making has to solve problems of considerably higher complexity than those to be dealt with in private business. At the same time the data base for describing the consequences of public decision making often is fairly weak. Cosequently, it often seems that public decision making lacks rationality. This in mind, is it worthwhile to apply model building techniques for public decision support? For regional economic and port policy it is shown, that model building is able - to enhance transparency for a wide range of problems - to betterunderstand the questions to be dealt with - to clarify the consequences of particular courses of action and thereby to increase efficiency of the resources publicly used.
