The geographical shift of piracy attacks and the transformation of its forms (from simple theft, to armed robbery of goods, to kidnapping and extortion) inevitably gives rise to several questions regarding how those trends developed, what factors determine whether people turn towards this kind of criminal activity, which specific forms piracy can take, and which options arise to counter piracy. In a nutshell: what are the prerequisites of maritime piracy, which motivations underlie the actions of pirates in different parts of the world, and which kind of organizational structures evolve thereby? Further-more, it is necessary to identify factors that have contributed to containing piracy, and to analyze which forms of international cooperation and coordination have been estab-lished and which challenges are being faced thereby.
