Abstract
Why do cooperations between civil society organisations have widely varying effects although they have a similar focus? This question is discussed by asking as an example the cooperation between trade unions in Ghana and Benin on the one hand and the Friedrich Ebert foundation on the other hand. The focus is on FES' training of trade unionists on the free trade agreements EPAs. The comparison shows how strongly the political (trade union) history influences the effects of the relationship between FES and trade unions. Adapted from the source document
