Abstract
The article assesses the post-"devolution day" operations of the Assembly, examining the committees' functions, the often rancorous partisan & intraparty bickering, the propensity for privacy rather than transparency, & the effects of work overload & poor coordination with the Executive. Although fruitful & even consensual policy debate (especially on social issues) is taking place, further procedural reforms should focus on improving efficiency, transparency, & full partnership with the Executive in policy making & legislation.
