LIBERALISM IS SEEN AS HAVING LITTLE SUBSTANTIVE POLITICAL CONTENT. THE PROSPECT OF A NEW PROGRESSIVE ALTERNATIVE AND THE POLICY DIFFERENCE WHICH IS INVOLVES IS EXAMINED.
