Abstract
Based on the case study of industrial risks in a classified Seveso chemical factory, this article is an attempt to show how a local problem can remain inaccessible to a general audience. The reason why a problem does not accede to the status of public issue may come from mobilizations' failure or countermobilizations' success. It may also be the result of the numerous agents' lack of cohesion due to their different interests & the fact they elaborate plural perspectives of the issue in closed & hardly visible social environments.
