Abstract

The Alliance of Civilizations is a UN initiative, launched by Secretary-General Kofi Annan in 2005. Its primary concern is to further the relationship between cultures & civilizations on a global scale. Since the governments of Spain & Turkey are the principal supporters of the project, the main focus of the Alliance is the relationship between "the West" & "Islam." In April 2007, former Portuguese President Jorge Sampaio was named the High Representative of the Alliance of Civilizations. The Alliance is endeavoring to establish a new norm of "good governance of cultural diversity" & it hereby acts as an international norm enterprise, with the High Representative in the leading role as a norm entrepreneur. The Alliance's work can be seen as part of a bigger process in the international community: the internalization of an ethical consensus for the "right" intercultural interaction. What makes the Alliance special in this normative development is its focus on practical work rather than on statements with the ultimate goal of producing change on the ground.
