Abstract

Argues that the decentralization laws have undermined the capacity of French cites to manage themselves. The existence of a political capacity in cities dates back to the end of the 19th century. Municipal government is intimately linked to both French republican & welfare states. Its present difficulties arise with the transformation of the latter. 43 References.
