Testing the new procedures: the European Parliament's first experiences with its new 'Single Act' powers

Abstract

The SEA fell far short of Parliament's aspirations as expressed in its 1984 draft Treaty of European Union which was the catalyst for the discussions leading to the SEA. It nevertheless introduced significant changes to Community procedures, allowing Parliament to play a greater role in the adoption of Community policy. The first experiences of the Parliament illustrate that it is taking advantage of these possibilities. (SJK)
