Sets out the regional development issues and strategies that concerned intergovernmental and 'growth coalition' actors in the Baltimore and Washington regions. The role envisioned for airports in shaping regional growth made the consideration of divestiture and creation of an authority contraversial item on the public agenda. (SJK)
