NATIONAL SERVICE AND FORCED LABOR

Abstract
A description of nat'l service programs like the Peace Corps, the Israeli Nahal & others from the point of view that they can be a 'disarmament invention.' The history of the idea of nat'l service as a moral equivalent to war is briefly sketched. Nat'l service programs provide an org'al arrangement for harnessing military resources & manpower for civilian & developmental purposes. A conceptual diff'iation is made between nat'l service & forced labor programs in terms of their recruitment procedures, the legal status of recruits, concern for the welfare of the worker, freedom of expression, pay schedule, right to strike & other variables.
