Civil society organizations and workers' unions in South Africa are operating in a climate of fear and suspicion amid growing evidence that the government's State Security Agency is monitoring their members. They are also uneasily watching the country's parliament amid suggestions that the legislation governing non-profit organizations may change radically in the coming years.
