Abstract
With the adoption of the Treaty of Amsterdam the Union's States have succeeded in overcoming a number of deficiencies of the present Treaty on the European Union. The modified decision-making procedures as well as the new composition of the Troika are due to enable the Union to react faster & more flexible upon events & situations that may have consequences for its foreign & security policy. The CFSP High Representative as well as the Policy Planning & Early Warning Capability will guarantee the continuity that is essential for the credibility of CFSP. Moreover, they are in a position to define common interests of the Union's States & to elaborate options for common actions without regard to national priorities. By reinforcing its institutional links with the WEU the Union is set to achieve some access to operational capability. The Union's States, by making use of the CJTF concept, will be able to carry out Petersberg missions, even if the US is not willing to participate. Adapted from the source document.
