Abstract
By publishing brochures on general questions designed to suit a wide-ranging audience, the Commission has sought to develop itself a position from which it can express itself on Europe's behalf. However, research into the way this institution has actually played this potentially very political role, reveals the Commission's tendency to take refuge in a more neutral & safe bureaucratic lexicon or register. 20 References.
