Examining Performance in State-Owned Organizations

Abstract

After discussing the importance of developing indicators to evaluate performance in state-owned organizations, the possibility of adopting an open-balance-sheet approach to assess performance through composite performance indicators is explored. An attempt is made to contribute to the current efforts of the Government Accounting Standards Board to develop & adopt appropriate indicators.
