Abstract

AUTHOR CONTENDS THAT HUMAN RIGHTS WILL EMERGE AS A CENTRAL ELEMENT IN WEST-EAST CONFRONTATION AT THE UPCOMING REVIEW CONFERENCE ON THE HELSINKI DOCTRINE. HE ARGUES THAT US FAILURE TO APPROVE THE GENOCIDE CONVENTION TREATY, DEVELOPED IN THE UN IN 1948, AS WELL AS US FAILURE TO PARTICIPATE IN OTHER MAJOR WORLD AGREEMENTS HAVING TO DO WITH HUMAN RIGHTS, WILL HAMPER HER ABILITY TO CONFRONT THE SOVIET BLOC.
