Abstract

Argues that social policy has been implemented in an ad hoc fashion in Greece & has rarely been based on the concepts of solidarity & citizenship. Policy formation has always lacked determination & planning, & has been dominated by political opportunism & dilettantism. This unbalanced & fragmented approach has focused on social security measures, mostly in favor of particular socioprofessional groups, exacerbating inequalities & preventing the construction of even a minimum degree of consensus in favor of structural social policy reform. A reorientation toward a comprehensive social policy would require political will & public support, neither of which currently exist. 9 References. Adapted from the source document.
