Abstract

This has initially a historical reason. The law in its present form was created in 1945 as a compromise between the victorious powers. The observance of this law was backed by the military balance of forces between the Soviet Union and the United States. The danger of a third world war was thus largely eliminated. After the regime change in the early 1990s we had a situation in which the winner could not stop winning. Adapted from the source document.
