View that mainstream American environmentalism is ineffective at rallying the public and challenging George W. Bush administration's restrictions on environmental protections; some focus on grassroots advocacy and international activism. Discusses appointment of Secretary of Energy Spencer Abraham, US Interior Secretary Gale Norton, and head of the Environmental Protection Agency (EPA) Christine Whitman; environmental issues include oil drilling in the Arctic National Wildlife Refuge, arsenic levels in drinking water, and lack of support for the Kyoto climate agreement on global warming.
