Abstract
The Doha-Round might be the first real development round of the WTO aimed at eliminating the inherent inequity in the global trade system by supporting the build up of capacity in developing countries & further liberalizing trade in sectors that these nations have particular export interests, in particular agriculture & textiles. Although the times have passed in which the US & EU can dictate results of proceedings & the G-20 under leadership of Brazil, India, & China play an important role today, EU & French agrarian politics in particular reflect vehement opposition to liberalization of the agrarian sector for both economic & identity reasons. Although no breakthrough was expected in Hong Kong & only minimal consensus on steps for reducing subsidies & market liberalization were achieved, for the first time all 110 developing nations established a unified alliance, & a development packet to provide market access for the poorest developing nations will increase the income of developing nations more than debt forgiveness or aid increases, though true liberalization must not be forgotten before the opportunity is lost.
