OSCE--from Vancouver to Vladivostok

Abstract
Discusses the challenges confronting the OSCE given the fundamental strategic and military changes ongoing in the current international milieu and hence changes in its role, objectives, and tasks. Four challenges are cited: post-bipolarity global and regional change; dynamic if not totally untroubled development across Europe; changes in armed conflicts and modern warfare; and issues related to regional conflict resolution and internal scope for action. The OSCE's tradition is seen as a key to its response to these challenges. Three foundations of peace springing from this tradition of organized cooperation are noted and the relevance of the OSCE stressed.
