Abstract

Proposes a plan for basic income in an integrated Europe using current policy analyses, with some concentration on Spain. It is contended that globalization & capitalism's international hegemony demand that an economically integrated Europe find a way to facilitate equal income distribution, because traditional nongovernmental institutions such as families, churches, & commerce groups cannot function on an international scale. It is argued that a basic income program need not function in opposition to capitalism & should not be perceived as an alternative to neoliberalism. Program provisions would have to be made concerning European citizenship, holding to T. H. Marshall's division of citizenship into the civil, political, & social. Adapted from the source document.
