Abstract

The Europeans approve of creating a legal framework concerning international relations in which the ICC plays an important role. The US fears to be bound by a legislative process that could be manipulated by dictatorial regimes, & therefore opposes any jurisdictional enforcement on its citizens, who also take part in UN peace missions.
