Abstract
Starting in Benin 1989, a movement toward political pluralism, rule of law, & respect of human rights can be observed in nearly all sub-Saharan countries in Africa. This trend was related to an increase in regional integration & cooperation. One important way in which the EU has supported these tendencies has been the promotion of regional cooperation. The EU policy's focus has been the "Southern African Development Community" (SADC). But SADC's successes up to now have not been exciting. Three of its members, Mozambique, Angola, & the DRC, have reached a stage of "nonwar" domestically, while Zimbabwe is on its way into self-destruction & Namibia might follow this precedent. Even more important is that AIDS, crime, & the existence of a very strong Lumpenproletariat makes one asking whether a democratic constitution is really the appropriate answer to the gigantic challenges that Southern Africa is confronted with.
