Disproportionate attention is often focused on government programs which are adopted as part of a political platform. Yet these are often marginal in terms of the expenditures involved. Such is the case with education. The disadvantaged schools program introduced by the Whitlam Labor government involved only a very small outlay compared with the annual expenditure on education in Victoria. This paper argues that it is important to find ways of evaluating the spatial and social impact of the main bulk of government programs. Evidence is adduced which casts some doubt on the equity with which state government funds for state secondary schools have been allocated spatially in metropolitan Melbourne.

The Australian Assistance Plan (AAP) was an innovative yet largely forgotten social welfare program from the 1970s. A key platform of the Whitlam Labor government, which established a series of Regional Councils for Social Development across Australia, the AAP reframed citizens' participation in their communities, stimulated voluntary organisations and volunteering and attempted to transform engagement among all levels of governments and the voluntary sector. Through an analysis of three Regional Council case studies in Victoria, New South Wales and South Australia, this article focuses on the themes of regionalism and regional distinctiveness in order to assess how questions of regional difference can impact on the development of policy practices.

The crisis which arose in Australia in October-November 1975 led to the dismissal of the Labour Prime Minister Gough Whitlam by the Governor-General Sir John Kerr, the formation of a caretaker Government by the opposition leader Malcolm Fraser and the simultaneous dissolution of the Houses of the Federal Parliament.The constitutional issues involved in that crisis are studied. The opinion is maintained that the rational coherence of the parliamentary system require an effective head of State with the responsibility of acting personally in unusual circumstances, rather than the strict law definitely lapsed and the issue even then ruled by the «constitutional conventions» of Cabinet government.

"The Indonesian invasion of East Timor in 1975 led to a prolonged conflict, severe human rights abuses and a large loss of life. From 1975 to 1983 the Indonesian military's campaign of 'encirclement and annihilation' destroyed rural food resources, creating the famine that took most of the lives lost during the occupation. The Australian governments of Gough Whitlam and Malcolm Fraser presented themselves as advocates for human rights and the international rule of law, while viewing relations with Indonesia as key to their foreign policy objectives. In the 1970s, the run-down inner-Sydney suburb of Redfern was a gathering place for Aboriginal intellectuals and ambitious young radicals. Having fled poverty and segregation in rural Australia in the 1950s and 60s, they set about fulfilling their vision - a new way of living, where Aboriginal people could control their own lives - politically, economically and culturally. Redfern: Aboriginal activism in the 1970s is the previously untold story of how they set about fulfilling their dreams. In a fast-paced burst of creativity and hard work, in just three years an Aboriginal health service, housing cooperative, legal service, child care centre and a black theatre were established in Redfern. The three most substantial decisions to reduce Australia's trade barriers — in 1973, 1988 and 1991 — were made by Labor Governments. Labor's policy shift preceded the conversion of social democratic parties in other countries to trade liberalisation. To understand why this was so, it is necessary to consider trade policy as being shaped by more than interest groups and political institutions. Drawing on interviews with the main political figures, including Gough Whitlam, Bob Hawke, Paul Keating and John Button, this article explores why the intellectual arguments for free trade had such a powerful impact on Labor's leadership, and how those leaders managed to implement major tariff cuts, while largely maintaining party unity.
