One of the most intensely studied features in the chemistry of nitrosamines is the restricted rotation around the N-N bond and, consequently, the estimation of the energy strain (Estr) determined by the NO group. This is rationalized in terms of the interaction between the electron lone-pairs of the amine nitrogen and the 𝜋 electrons of the –N=O group (nN-πNO* conjugation). Combining the results of DFT calculations on 43 nitrosamines (11 acyclic, 20 mono- and bicyclic and 12 tricyclic) with a multiple linear regression analysis, the paper affords a number of additive increments, which, by appropriate summation, are able to predict with a good accuracy the total energy of the nitroso compound (E) and the energy strain (Estr) values of the –N=O group for any acyclic or cyclic saturated nitrosamines.

The aim of this study was to determine optimally efficient cutoff scores on the Posttraumatic Stress Disorder Checklist (PCL) for identifying full posttraumatic stress disorder (PTSD) and partial PTSD (P-PTSD) in active-duty Marines and Sailors. Participants were 1,016 Marines and Sailors who were administered the PCL and Clinician-Administered PTSD Scale (CAPS) 3 months after returning from Operations Iraqi and Enduring Freedom. PCL cutoffs were tested against three CAPS-based classifications: full PTSD, stringent P-PTSD, and lenient P-PTSD. A PCL score of 39 was found to be optimally efficient for identifying full PTSD. Scores of 38 and 33 were found to be optimally efficient for identifying stringent and lenient P-PTSD, respectively. Findings suggest that the PCL cutoff that is optimally efficient for detecting PTSD in active-duty Marines and Sailors is substantially lower than the score of 50 commonly used by researchers. In addition, findings provide scores useful for identifying P-PTSD in returning service members.

Abstract A frequent barrier to addressing some of our world's most pressing environmental challenges is a lack of funding. Currently, environmental project funding largely comes from philanthropic and public sources, but this does not meet current needs. Increased coordination and collaboration between multiple levels and sectors of government, in addition to private sector funding, can help address the environmental funding challenge. New financial tools and strategies can enable this transition and facilitate uptake of innovative solutions. One such mechanism, the Environmental Impact Bond (EIB), is an emerging financial tool with the potential to transform the environmental funding landscape. However, these financial instruments are not well understood or recognized beyond those actively involved in EIB projects or in the field of conservation finance. As EIBs gain momentum, there is a clear need for a common framework, including definitions and nomenclature, research needs, and outlook for the future. In this paper, we define EIB mechanics, elucidate the difference between EIBs and Green Bonds, and propose a common vocabulary for the field. Drawing on first-hand experience with the few EIBs which have been deployed, we review and assess lessons learned, trends, and paths for the future. Finally, we propose a set of future targets and discuss research goals for the field to unify around. Through this work, we identify a concrete set of research gaps and objectives, providing evidence for EIBs as one important tool in the environmental finance toolbox.
