This substantially updated and revised edition offers a comprehensive overview of the challenges confronting the political system as well as the international politics of the European Union. It draws from a rich spectrum of regional integration theories to determine what the Union actually is and how it is developing. The book examines constitutional politics of the European Union, from the Single European Act to the Treaty of Nice and beyond. The ongoing debate on the future of Europe links together questions of democracy and legitimacy, competences and rights, and the prospects for European polity-building. The aim is to contribute to a better understanding of the emerging European polity and the questions that further treaty reform generate for the future of the regional system. The authors also assess the evolving European security architecture, the limits and possibilities of a genuine European foreign, security and defence policy, and the role of the European Union in the post-Cold War international system. Common themes involve debates about stability and instability, continuity and change, multipolarity and leadership, co-operation and discord, power capabilities and patterns of behaviour. The book traces the defining features of the 'new order' in Europe and incorporates an analysis of the post-September 11 context. We seek to shape an agenda for the growing interest in using sociological approaches to study the European Union (EU). In order to deepen and broaden the Europeanization agenda, the article points to how sociology can help reveal the 'social bases' of European integration (i.e. processes of European Union), as well as identify effects on European society that might reconnect EU studies with key comparative political economy debates about the European 'varieties of capitalism' and its models of economy and society. Unfortunately, however, 'sociological' approaches towards the EU have mostly been wrongly equated with the 'constructivist turn' in EU studies, and its characteristic preference for 'soft' qualitative discursive methods and meta-theory. We argue that, rather than turning to culture, identity or social theory for inspiration, an empirical sociological approach to the EU would reintroduce social structural questions of class, inequality, networks and mobility, as well as link up with existing approaches to public opinion, mobilization and claims-making in the political sociology of the EU. To conclude, the article identifies some exemplary studies along these lines.

Recent debate on the existence of democratic processes in the European Union (EU) has provoked more questions than answers. The difficulty of choosing a suitable model for comparison is cited along with the need for the EU to use increasingly democratic means. Lord explores the means by which democratic government may reliably reflect public wishes. It is asserted that more democracy in the EU could mean less legitimacy. Means of avoiding this problem are explored via a list of methods for institutionalizing democracy & a comparison of intergovernmental & supranational approaches. Also considered are the idea of democratizing the EU by a "consociational" method & monitoring governors. Examples of deeper democratization's impact on national & populist representation are given. European elections & the European Parliament (EP) are examined for their ability to herald results of the proposed change. There is discussion of the powers of executive formation & dismissal & of the EP's legislative power. Die Jahreswende 1997/1998 war durch zwei wichtige Entwicklungen im Verhältnis Rußlands zur EU gekennzeichnet: Zum einen trat am 1. Dezember 1997 der Vertrag über Partnerschaft und Zusammenarbeit zwischen beiden Parteien in Kraft. Zum zweiten wurde der verabredete Mechanismus gemeinsamer Organe praxiswirksam. Es kam zu erstmaligen Treffen von Parlamentariern und des Kooperationsrats auf Außenministerebene. Die dadurch eröffneten Möglichkeiten für eine verstärkte Zusammenarbeit Rußlands mit der EU, aber auch die bislang noch vorhandenen Probleme im gegenseitigen Verhältnis werden in dem Beitrag näher diskutiert.
