A key component of (neo-)functionalist and constructivist approaches to the study of international organizations concerns staff socialization. Existing analyses of how, or indeed whether, staff develop more pro-internationalist attitudes over time draw predominantly on cross-sectional data. Yet, such data cannot address (self-)selection issues or capture the inherently temporal nature of attitude change. This article proposes an innovative approach to the study of international socialization using an explicitly longitudinal design. Analysing two waves of a large-scale survey conducted within the European Commission in 2008 and 2014, it examines the beliefs and values of the same individuals over time and exploits exogenous organizational changes to identify causal effects. Furthermore, the article theorizes and assesses specified scope conditions affecting socialization processes. Showing that international institutions do, in fact, influence value acquisition by individual bureaucrats, our results contest the widely held view that international organizations are not a socializing environment. Our analysis also demonstrates that age at entry and gender significantly affect the intensity of such value change.

Im Zuge der Deregulierung des europäischen Versicherungs- marktes sind innerhalb des Europäischen Wirtschaftsraumes die aufsichtsrechtlichen Barrieren für grenzüberschreitende Versicherungsverträge gefallen. 1998 verabschiedete die Internationale Arbeitsorganisation (IAO) die Erklärung der grundlegenden Prinzipien und Rechte bei der Arbeit. Ziel der Erklärung ist es sicherzustellen, dass sozialer Fortschritt Hand in Hand mit wirtschaftlicher Entwicklung geht. Als förderndes Instrument soll die Erklärung dazu beitragen, dass die zentralen Grundsätze der IAO, welche in der Verfassung der Organisation verankert sind und zu deren Achtung sich die Mitgliedstaaten der IAO durch ihre Mitgliedschaft verpflichtet haben, im politischen und ökonomischen Handeln der Organisation und ihrer Mitglieder beständig reflektiert werden. Die Prinzipien und Rechte umfassen (1) die Vereinigungsfreiheit und das Recht auf Kollektivverhandlungen, (2) die Beseitigung aller Formen von Zwangsarbeit, (3) die effektive Abschaffung von Kinderarbeit und (4) die Beseitigung von Diskriminierung. Am Beispiel der Verhandlungen zu einem 2006 zu verabschiedenden maritimen Arbeitsübereinkommen, welches ein großes Konsolidierungsprojekt der IAO darstellt, untersucht der vorliegende Beitrag, ob und inwieweit die Mitglieder der IAO und die IAO selbst die Achtung der grundlegenden Prinzipien und Rechte bei der Arbeit und deren Umsetzung im Seeschifffahrtsbereich vorantreiben. Das geplante maritime Arbeitsübereinkommen, welches seit 2001 verhandelt wird, wird alle derzeit bestehenden 35 maritimen IAO-Übereinkommen und 30 maritimen IAO-Empfehlungen ersetzen. (ICA2)

This topical and timely book critically explores contemporary liberal international relations theory. In the fifty years since the declaration of human rights, the language of international relations has come to incorporate the language of justice and injustice. The book argues that if justice is to become the governing principle of international politics, then liberals must recognise that their political preferences cannot be the preconditions of global ethics. The hierarchy of international political ethics must be constructed afresh so that the first principles of justice are accessible.
