In contemporary society public opinion is generally mediated by the mass media, which has come to encompass the Habermasian 'public sphere'. This arena is now characterised by the conflict between market and democratic principles, by competing interests of politicians and the media. The presentation of information for debate becomes distorted. The opinion of the 'public' is no longer created through deliberation, but is constructed through systems of communication, in conflict with political actors, who seek to retain control of the dissemination of information. The expansion of the internet as a new method of communication provides a potential challenge to the primacy of the traditional media and political parties as formers of public opinion.

Carol Gilligan's (1994 [1982]) interpretation of women's moral position as an "ethic of care" has taken on far greater meaning & significance than she intended. After reviewing Gilligan's initial explanation of the term, the dangers of using the term to present a moral challenge to the public sphere are identified. Finally, it is argued that articulations of Gilligan's ethic of care that situate the term in a political discourse may be less open to the conservative impulses found in other discourses (particularly those that identify the role of care with women) & may concomitantly allow for a rearticulation of what the political itself represents. 27 References. ABSTRACTThis essay explores the dilemmas associated with 'squaring the circle' of wealth creation, social cohesion and political freedom in the OECD countries. As the metaphor of square and circle implies, these three essential goals of development are not necessarily compatible and may even conflict with each other, particularly at a time when advancing globalization creates perverse choices. To become and remain competitive in international markets requires a flexible use of resources which threatens social cohesion and political freedom in a number of ways. After analysing these tensions, the essay concludes with six proposals for improving the likelihood that a workable balance between prosperity, democracy and social cohesion can be maintained in advanced industrial societies.

This paper models competitive political pressures as a signaling phenomenon. People participate in collective action in support of or against the status quo, or they abstain. Their actions and abstentions inform the decision of a policymaker who may overturn the status quo in favor of a policy alternative. By providing an informational microfoundation for the widely used reduced‐form "pressure production functions" and "political influence functions," the analysis allows me to reexamine the role of the free rider problem in creating a bias towards vocal special interests.The signaling hypothesis finds empirical support with a study of pro‐ and anti‐Gulf War demonstrations that took place in San Francisco and Kansas City (Missouri) in early 1991.

This report examines how selected one-stop centers have used the law's flexibility to implement their own vision of WIA and provides information on promising practices for (1) streamlining services for job seekers, (2) engaging the employer community, (3) building a solid one-stop infrastructure by strengthening partnerships across programs and raising additional funds. In addition, it provides information on the actions the Department of Labor is taking to collect and share information about what is working well for job seeker and employer customers in one-stop centers."

A letter report issued by the General Accounting Office with an abstract that begins "A recent Environmental Protection Agency (EPA) final rule changing the Clean Air Act's New Source Review (NSR) program--a key means to protect public health and enhance air quality--has been under scrutiny by the Congress, industry, environmental groups, state and local air quality agencies, and the courts. GAO was asked to determine the basis of EPA's conclusions that (1) the rule's economic impacts would not be significant enough to merit a detailed analysis and (2) the NSR program, prior to the rule, discouraged some energy efficiency projects. GAO, among other things, reviewed EPA's analysis of the rule and its impacts, as well as guidance from EPA and the Office of Management and Budget (OMB) on analyzing such impacts. As the shortage approaches, one option available is to encourage people to work beyond traditional retirement ages, especially because people who are age 55 or older will constitute nearly a third of the poppulation. Accordingly, increasing demands will be made on the workforce development system to help ensure that older workers are provided opportunities to help address the anticipated labor shortage. Concerned that the existing workforce development system may not meet the needs of older workers, the Subcommittee's Ranking Minority Member asked GAO to determine the extent that older workers are enrolled in federal employment and training programs, what services are provided, and how performance measures affect such services."

Testimony issued by the General Accounting Office with an abstract that begins "Balancing our nation's security and commercial needs is a longstanding issue that is especially important in the aftermath of the September 11, 2001, terrorist attacks that changed the nation's security environment. Addressing this challenge now falls principally to the Department of Homeland Security (DHS) and its Border and Transportation Security directorate. Within this directorate, responsibility has been assigned primarily to the Bureau of Customs and Border Protection (BCBP). BCBP consists of the inspections component of the former U.S. Customs Service; the Border Patrol and Inspections component of the former Immigration and Naturalization Service, and a former component of the U.S. Department of Agriculture, the Animal and Plant Health Inspection Service. Achieving the balance between security and commercial needs is greatly affected by BCBP's commercial and border and immigration control workload. Regarding commercial workload, in fiscal year 2002, the former U.S. Customs Services processed 24.9 million trade import entries valued at over $1.1 trillion and collected $23.8 billion in duties and fees; it also processed about 6 million cargo containers arriving at U.S. sea ports. While the cargo workload has stabilized somewhat as a result of the recent global economic slowdown, it is likely to begin growing again, when an economic recovery is underway at some point in the future, thus exacerbating the challenges BCBP faces. Regarding border and immigration control workload, in fiscal year 2002, inspectors at over 300 ports of entry inspected nearly 450 million travelers while the Border Patrol apprehended nearly 960,000 aliens trying to enter the U.S. illegally between the ports of entry."

Testimony issued by the General Accounting Office with an abstract that begins "As the baby boomers age, spending on long-term care for the elderly could quadruple by 2050. The growing demand for long-term care will put pressure on federal and state budgets because long-term care relies heavily on public financing, particularly Medicaid. Nursing home care traditionally has accounted for most Medicaid long-term care expenditures, but the high costs of such care and the preference of many individuals to stay in their own homes has led states to expand their Medicaid programs to provide coverage for home- and community-based long-term care. GAO found that a Medicaid-eligible elderly individual with the same disabling conditions, care needs, and availability of informal family support could find significant differences in the type and intensity of home and community-based services that would be offered for his or her care. These differences were due in part to the very nature of long-term care needs--which can involve physical or cognitive disabling conditions--and the lack of a consensus as to what services are needed to compensate for these disabilities and what balance should exist between publicly available and family-provided services. The differences in care plans were also due to decisions that states have made in designing their Medicaid long-term care programs and the resources devoted to them. The case managers GAO contacted generally offered care plans that relied on in-home services rather than other residential care settings. However, the in-home services offered varied considerably."

A letter report issued by the General Accounting Office with an abstract that begins "The Safe Drinking Water Act requires the Environmental Protection Agency (EPA) to set a drinking water standard for radon. In a proposed rule issued in November 1999, EPA presented a unique and complex drinking water regulation for radon. GAO found that EPA's analysis of the costs to implement the proposed radon rule has several strengths. EPA's estimates of the typical costs for water systems to buy and install radon removal technologies--a key determinant of total national costs--are reasonable for estimating national compliance costs. Moreover, EPA used recommendations from an expert panel to estimate the costs to install and maintain radon removal equipment. EPA also developed a range of annual cost estimates, rather than a single estimate, to account for uncertainty about the extent to which the less costly alternative standard will be adopted by states. EPA's analysis of the national annual costs to comply with its proposed radon drinking water rule has several limitations that, if corrected, would likely increase EPA's best estimate of these costs. EPA made two errors in estimating the various costs associated with programs to reduce radon levels in indoor air under the alternative standard--one that understated radon testing and mitigation costs by $37 million and another that overstated administrative costs by $31 million--resulting in a combined understatement of costs by $6 million. In addition, EPA's exclusion of "mixed" water systems, which use a mix of groundwater and surface water sources, effectively understated compliance costs by about $17 million."

A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed several aspects of the Department of Energy's (DOE) Rocky Flats Environmental Technology site cleanup and closure plan. Specifically, GAO reviewed (1) the status and cost of the Rocky Flats closure project, (2) the likelihood that the site will be closed by 2006, and (3) the management actions needed, if any, to improve the likelihood of the project's success. GAO found that in the more than five years that it has been the major contractor at the Rocky Flats site, Kaiser-Hill has made significant progress toward cleaning up the site, but the majority of the work--and the most complicated--remains to be done. Because of the project's difficulty, DOE entered into a cost-plus-incentive-fee contract with Kaiser-Hill. If completed on time, the project will cost about $7.5 billion from the signing of the first cleanup contract with Kaiser-Hill in July 1995 through the 2006 closure date, and about $1.4 billion more thereafter, for such activities as site monitoring and maintenance and for contractor employees' retirement benefits. These overall costs will increase if additional work is required or the 2006 target date is not achieved. Kaiser-Hill and DOE are unlikely to meet the December 2006 target closure date. A number of significant and complex challenges must be overcome first. Kaiser-Hill and DOE are developing their respective plans for managing the closure project, but DOE needs to take additional steps to effectively implement its plan."

A letter report issued by the General Accounting Office with an abstract that begins "Despite efforts by the international community to reduce the spread of the human immunodeficiency virus, AIDS is now the fourth leading cause of death in the world and the primary cause of death in sub-Saharan Africa. The Joint United Nations Programme on HIV/AIDS (UNAIDS), funded in part by the United States, is one important international effort against the disease. UNAIDS was established by the United Nations (U.N.) in 1996 to provide coordinated U.N. action and to lead and promote an expanded global response to the worldwide epidemic. This report (1) assesses UNAIDS' progress, especially at the country level, toward increasing the coordination and commitment of the U.N. and global community; (2) assesses UNAIDS' progress in providing technical assistance and information and in developing a monitoring and evaluation plan to measure results; and (3) identifies factors that may have affected UNAIDS' progress. GAO found that UNAIDS has made progress in increasing U.N. coordination and enhancing the global response to the worldwide HIV/AIDS epidemic, but its country-level efforts need to be strengthened. UNAIDS has provided financial and technical support to about 50 HIV/AIDS technical networks worldwide, but has not been as successful in tracking the funding and actions host governments and others have taken to address the AIDS problem. UNAIDS has also been unable to follow its intended model of U.N. reform, whereby a single Secretariat together with several U.N. agencies would marshal the U.N. and global community's resources to address the AIDS epidemic."
