This issue of Perspectives on Political Science features three disparate views of American life offered through the lens of popular film and television. This issue features two quintessentially American genres-the Western film and the commercialized television sex comedy -- both of which scrutinize America's pre- and postmodern heroes and heroines. Although these genres appear disparate in nature, they explore surprisingly similar themes: the attempt to conquer nature and the challenges posed by the sometimes arbitrary rules of the community. Through these pieces, we learn that many of the same challenges and controversies that inspired the heroism of the American frontier continue to resonate in watered-down form for men and women of our postmodern society. Explores the ramifications of two distinct stages of globalization on the former Ottoman Empire & modern-day Turkey, highlighting impacts on the free movement of trade & investments. Statistical data are presented on imports to & exports from the Ottoman Empire during the first globalization that accompanied the 19th-century Industrial Revolution in Europe & continued until WWI; pressures to formulate a free trade policy are described. Changes in Turkish industrial & agricultural development & production that accompanied the second globalization that arose in the latter half of the 20th century are analyzed, & fluctuations in gross domestic product, trade, & foreign direct investment are charted. ABSTRACTSeveral countries have conducted Internet voting trials in binding public elections over the past decade, including Switzerland, the United Kingdom, and the United States. However, Estonia—a former Soviet republic and now a full member of the European Union—has advanced the farthest in deploying Internet voting. In this article, we focus on how the Estonians have systematically addressed the legal and technical considerations required to make Internet voting a functioning voting platform, as well as the political and cultural framework that promoted this innovation. Using data from our own qualitative and quantitative studies of the Estonian experience, we consider who voted over the Internet in these elections, and the political implications of the voting platform.

The author argues that though John Locke's "Two Treatises" was open to monarchist, oligarchic and democratic interpretations, the political philosopher attached no property census to suffrage. The author summarizes the ways that a people who enter into a social contract can choose to delegate the society's legislative powers. The author argues against other critics who claim that depending on the form of government thereby selected, the populace abridges their suffrage rights. Though universal suffrage is never specifically advanced in any of his writings, Locke would certainly have imagined nothing other than universal and equal suffrage for all citizens who had "signed" the social compact or had later joined by express consent. In the 1960s, Africobra, a group of African-American artists in Chicago, experimented with art that synthesized African and African-American forms with interpretative visions of an African Diaspora. Africobra mandated a functional program for art-making in which art was to instruct in the beauty of a universal Black culture. Their imagery predates publication of Molefi Asante's "Afrocentricity" yet negotiates in visual terms Afrocentric tendencies present throughout African American cultural historiography. Still working in the present day, Africobra emphasizes the moral value of the creative process for the individual African American artist within an Afrocentric paradigm. Nach politischen Fehlleistungen wird regelmäßig der Ruf nach demjenigen laut, der hierfür "zur Verantwortung zu ziehen ist". Ob einer realen Person ein Geschehen tatsächlich zugerechnet werden kann und diese Person Nachteile in Form von Sanktionen in Kauf nehmen muss, hängt allerdings häufig von eher zufälligen Faktoren ab, wie etwa dem Rückhalt in der eigenen politischen Partei oder der Reaktion in der Öffentlichkeit. Die Verantwortlichkeit politischer Akteure wird demgemäß meistens als außerrechtliches Phänomen wahrgenommen; die Resultate der Suche nach dem "Verantwortlichen" werden in weiten Teilen der Öffentlichkeit als unbefriedigend empfunden. Bleiben aber fühlbare Konsequenzen aus, kann der Eindruck einer privilegierten Sonderstellung politischer Akteure entstehen, der geeignet ist, das Vertrauen in die politischen Institutionen und Entscheidungsträger nachhaltig zu erschüttern; die Bürger reagieren mit Wahlenthaltung und Politikverdrossenheit. Um dieser Entwicklung entgegenzuwirken, unternimmt es Katrin Stein, zu klären, ob der Vorwurf eines Nimbus der Nichtverantwortlichkeit politischer Akteure gerechtfertigt ist. This textbook is addressed to students involved in studying the subject of Social economy and local development. The discourse of the book lays on the background of European definition of Social economy subject and presents main forms of social economy players, which are cooperatives, mutuals, associations and funds. The main emphasis is stressed on social economic partnership between three major sectors of modern society – governmental, business and the third (voluntary, private, non-governmental) sector – partnership, which gives civil society an opportunity of economic involvement. Background Although much has been published for the development of cell lines, these were lab based and developed for scientific technical staff. Objective of review We discuss the ethical implications of tissue retention and present a generic consent form (Part II). We also present a simple and successful protocol for the development of cell lines and tissue harvesting for the clinical scientist (Part I). Conclusion Consent is also more proximate and assurance can be given of appropriate usage. Ethical questions concerning tissue ownership are in many institutions raised during the current consenting procedure. We provide a robust ethical framework, based on the current legislation, which allows clinicians to be directly involved in cell and tissue harvesting.
