The article focuses on research of the rules of accounting and financial reporting under domestic GAAP in countries that did not adopt IFRS application for public companies. As the objects of research the author chose 5 countries-the G20 members that play the dominant roles in determination of international economic and social policies: The USA, Japan, China, India and Indonesia. Refusal of IFRS mandatory adoption by public companies is determined as a criterion of the objects selection. Domestic GAAP are characterized, government officials providing their development and adoption are considered, as well as certain exceptions of GAAP application in favor of IFRS are distinguished. The paper compares basic rules of accounting and financial reporting under domestic GAAP and IFRS. ; Исследованы правила ведения учета и подготовки отчетности за национальными стандартами в странах, не утвердивших на законодательном уровне применение МСФО для публичных акционерных компаний. Критерием отбора объектов исследования стало неприменение МСФО в качестве базовых стандартов подготовки финансовой отчетности для публичных компаний. Охарактеризованы национальные стандарты бухгалтерского учета, определены органы государственного управления, обеспечивающие их разработку и утверждение, очерчено особенные случаи неиспользования национальных стандартов учета в пользу МСФО. Охарактеризовано національні стандарти бухгалтерського обліку, визначено органи державного управління, що забезпечують їх розроблення та затвердження, окреслено особливі випадки незастосування національних стандартів на користь МСФЗ. Проведено порівняння основних правил ведення обліку та розкриття інформації щодо класів операцій у фінансових звітах за національними стандартами обліку та МСФЗ.

This paper analyzes the text Vallejo y el dinero. Formas de la subjetividad en la poesía by Enrique Foffani. The proposal consists in takes the principal hypothesis to link the Vallejo poetry whit the ideas and the politics, ethical and subject dilemmas about the capitalism phase of the Latin-American context´s first part 20 th. century. At the same time, if will observed the critical perspective´s Foffani about the capitalism in the late´s 20 th. Century, the neoliberalism. The horizon that orders this work talks about the connection between the author poetics´s figure, the ideas climate and a cultural temp´s events. The notions tragedy, many, debt and guilt are the semic sequence the most important and they are ordering categories. In the case of Enrique Foffani exists too an ideological politics position as criticism intellectual. La propuesta consiste en articular las principales hipótesis de este ensayo de interpretación con el fin de vincular la poética vallejiana con los debates de ideas y las vicisitudes subjetivas, éticas y políticas alrededor de la fase capitalista que atravesó el primer tercio del siglo XX en el contexto latinoamericano. Al mismo tiempo se tendrá especial atención a la mirada proyectiva del crítico argentino en lo que respecta al avance del capitalismo a través del llamado neoliberalismo de finales del siglo XX. El horizonte que ordena este trabajo supone que la construcción de un objeto crítico permite situar, como en este caso, la figura poética de un autor, un clima de ideas y los acontecimientos de un tiempo cultural. Las nociones de tragedia, dinero, deuda y culpa son la secuencia sémica más destacada entre las categorías ordenadoras. En el caso de Enrique Foffani existe además un posicionamiento político/ideológico en tanto intelectual crítico de su tiempo. Giorgio Agamben y otros autores serán referencias teóricas que enriquecerán esta indagación.

Background In an attempt to assess the effects of the Ebola viral disease (EVD) on hospital functions in Sierra Leone, the aim of this study was to evaluate changes in provisions of surgery and non-Ebola admissions during the first year of the EVD outbreak. Methods All hospitals in Sierra Leone known to perform inpatient surgery were assessed for non-Ebola admissions, volume of surgery, caesarean deliveries and inguinal hernia repairs between January 2014 and May 2015, which was a total of 72 weeks. Accumulated weekly data were gathered from readily available hospital records at bi-weekly visits during the peak of the outbreak from September 2014 to May 2015. The Mann-Whitney U test was used to compare weekly median admissions during the first year of the EVD outbreak, with the 20 weeks before the outbreak, and weekly median volume of surgeries performed during the first year of the EVD outbreak with identical weeks of 2012. The manuscript is prepared according to the STROBE checklist for cross-sectional studies. Results Of the 42 hospitals identified, 40 had available data for 94% (2719/2880) of the weeks. There was a 51% decrease in weekly median non-Ebola admissions and 41% fewer weekly median surgeries performed compared with the 20 weeks before the outbreak (admission) and 2012 (volume of surgery). Governmental hospitals experienced a smaller reduction in non-Ebola admissions (45% versus 60%) and surgeries (31% versus 53%) compared to private non-profit hospitals. Governmental hospitals realized an increased volume of cesarean deliveries by 45% during the EVD outbreak, thereby absorbing the 43% reduction observed in the private non-profit hospitals. Conclusions Both non-Ebola admissions and surgeries were severely reduced during the EVD outbreak. In addition to responding to the EVD outbreak, governmental hospitals were able to maintain certain core health systems functions. Understanding changes of smoking over time and across populations is crucial to implementing health policies. We evaluated trends in smoking initiation between 1970 and 2009 in random samples of European populations. Methods We pooled data from six multicentre studies involved in the Ageing Lungs in European Cohorts consortium, including overall 119,104 subjects from 17 countries (range of median ages across studies: 33–52 years). We estimated retrospectively trends in the rates of smoking initiation (uptake of regular smoking) by age group, and tested birth cohort effects using Age-Period-Cohort (APC) modelling. We stratified all analyses by sex and region (North, East, South, West Europe). Results Smoking initiation during late adolescence (16–20 years) declined for both sexes and in all regions (except for South Europe, where decline levelled off after 1990). By the late 2000s, rates of initiation during late adolescence were still high (40–80 per 1000/year) in East, South, and West Europe compared to North Europe (20 per 1000/year). Smoking initiation rates during early adolescence (11–15 years) showed a marked increase after 1990 in all regions (except for North European males) but especially in West Europe, where they reached 40 per 1000/year around 2005. APC models supported birth cohort effects in the youngest cohorts. Conclusion Smoking initiation is still unacceptably high among European adolescents, and increasing rates among those aged 15 or less deserve attention. We retrospectively evaluated 263 patients (142 male, 121 female, mean age: 44 years, range: 16-89 years) with miliary TB. Criteria for the diagnosis of miliary TB were at least one of the followings in the presence of clinical presentation suggestive of miliary TB such as prolonged fever, night sweats, anorexia, weight loss: Radiologic criterion and pathological criterion and/or microbiological criterion; pathological criterion and/or microbiological criterion. The miliary pattern was seen in 88% of the patients. Predisposing factors were found in 41% of the patients. Most frequent clinical features and laboratory findings were fever (100%), fatigue (91%), anorexia (85%), weight loss (66%), hepatomegaly (20%), splenomegaly (19%), choroid tubercules (8%), anemia (86%), pancytopenia (12%), and accelerated erythrocyte sedimentation rate (89%). Tuberculin skin test was positive in 29% of cases. Fifty percent of the patients met the criteria for fever of unknown origin. Acid-fast bacilli were demonstrated in 41% of patients (81/195), and cultures for Mycobacterium tuberculosis were positive in 51% (148/292) of tested specimens (predominantly sputum, CSF, and bronchial lavage). Blood cultures were positive in 20% (19/97). Granulomas in tissue samples of liver, lung, and bone marrow were present in 100% (21/21), 95% (18/19), and 82% (23/28), respectively. A total of 223 patients (85%) were given a quadruple anti-TB treatment. Forty-four (17%) patients died within 1 year after diagnosis established. Age, serum albumin, presence of military pattern, presence of mental changes, and hemoglobin concentration were found as independent predictors of mortality. Fever resolved within first 21 days in the majority (90%) of the cases. Miliary infiltrates on chest X-ray should raise the possibility of miliary TB especially in countries where TB is endemic. Although biopsy of the lungs and liver may have higher yield rate of organ involvement histopathologicaly, less invasive procedures including a bone marrow biopsy and blood cultures should be preferred owing to low complication rates. © 2017 the Author(s). [EN] Monitoring moisture and water activity during drying is crucial for process optimization, avoiding inadequate uses of energy. The main objective of this work was to study the dielectric properties of orange peel during hot air drying at 55 °C (HAD) and microwave power coupled with hot air drying at different power intensities (2 W/g, 4 W/g and 6 W/g). At 5, 15, 40, 60 and 120 min mass, aw, moisture, and permittivity were measured in fresh and dried samples. Results allowed developing a dielectric isotherm technique by adapting the GAB model to predict aw in dried orange peel by using ε'ε' (20 GHz). The physical meaning of the dielectric isotherm parameters (View the MathML sourceε0' and Cd) was studied. The value of View the MathML sourceε0' at 20 GHz (γ-dispersion) represents the induction effect of the minimum quantity of adsorbed water or the monomolecular moisture layer. The parameter Cd is related with isosteric heat, as well as the C parameter of the GAB model. Рост населения в контексте ограниченных земных ресурсов заставляет страны искать новые способы повышения урожайности сельскохозяйственного производства. За последние 20 лет широкое распространение получили биотехнологии и генетически модифицированные (ГМ) культуры, производимые в 28 странах мира. В 2015 г. Министерство сельского хозяйства США разрешило использование генетически модифицированных сельскохозяйственных животных в коммерческих целях. Развитие рынка аграрных биотехнологий сдерживается наличием противников ГМ, к которым относится Россия и Европейский союз, где производство ГМ культур запрещено в силу экономических, этических, идеологических и биологических причин. В настоящий момент ЕС стремится сократить посевы и импорт ГМ продукции; в России импорт и экспорт ГМ товаров запрещен, а выработка консолидированной позиции относительно аграрных биотехнологий перенесена на 2017г. Автор стремится проанализировать объём мирового производства и торговли сельскохозяйственных товаров, произведённых на основе биотехнологий, и описать основные тенденции развития данного рынка. ; Population growth in the context of limited land resources makes the global scientific society research new ways to increase the agricultural yields. Over the past 20 years, biotechnology and GM crops have become widely spread and now are cultivated in 28 countries. The total area of crops has tripled, and it suggests the further vertical and horizontal integration in short term. In 2015, the US Department of Agriculture authorized the commercial use of GM farm animals. The development of agricultural biotechnology market is constrained by opponents of GM crops in more than 160 countries, which include Russia and the European Union, where the production of GM crops is banned due to economic, ethical, ideological and biological reasons. Currently, the EU is seeking to reduce the imports of GM crops and products; Russia's GM imports and exports are prohibited, and the deadline of designing a consolidated position on agricultural biotechnology has been moved to 2017. The author seeks to analyze the volume of production and international trade of agricultural products based on biotechnologies and to describe the main trends in the global market, which could be integrated into the food value chain in Russia. In the context of the worsening economic indicators, the article proposes the possibility of extending the use of GM crops in Russia non-food sector.

Analyzing process of political reforms in the People's Republic of China, the author notes that within the first 20 years of reforms and openness of China economic growth wasn't followed by development of society, political reforms didn't keep up for economic, imperfection of political system constrained economic reforms and development. Owing to this fact the XVI congress of a CPC lifted policy to the level of "political culture" by analogy with "material culture" and "spiritual culture". In the first 20 anniversary of the XXI century with the purpose to finish "comprehensive creation of society "of small prosperity" China has to create "perfect system of socialist market economy", construct "harmonious socialist society". For achievement of these purposes political reforms in China have to provide "improvement of socialist democracy" and "the socialist constitutional state". In the first years of the XXI century they brought a number of significant achievements: political stability, peaceful alternation of generations of the power, essential increase of level of political democracy. The first stage of formation of the constitutional socialist state is passed, ability and level of the management from ruling party increased; party construction amplified. But also at the beginning of the second decade of the XXI century implementation of the legislation, democracy faces many calls, especially intensification of nationalism at the beginning of the century. The Chinese dream will mobilize grandiose powers of unity that China deepened reforms and openness, solved all the political problems, helped a CPC to increase the leading and imperious power. Implementation process of "The Chinese dream" also means aspiration to tops of economy, policy, military science, technologies in the world, to a taking them, reflecting process of formation of the new great power which will succeed the USA. Political reforms with the purpose to achieve "The Chinese dream" have to be connected with peaceful development, make a contribution to development and progress of mankind, successful development, joint with all neighboring countries, and differently China will repeat history of crash and decline of civilizations and great powers.

На материалах исследования актуальных проблем функционирования и развития местного самоуправления в РФ, проведенного социологической группой Института государственной службы и управления РАНХиГС в 2014 г. (опрос выполнен в 20 субъектах РФ 8 федеральных округов, N = 1120; в качестве экспертов выступили 150 представителей органов государственной власти и управления, местного самоуправления, предприятий и др.). В представленном материале рассматриваются основные параметры проявляемой населением социальной активности, факторы, на нее влияющие, а также ожидания граждан от действий местной власти по совместному решению проблем муниципальных образований. Исследованы следующие вопросы: влияние местной власти на развитие социальной активности населения; участие населения в мероприятиях местного самоуправления и проводимых по инициативе граждан; причины и социальные факторы, побуждающие граждан к участию в общественной жизни муниципальных образований; влияния различных факторов на общественно-политическую активность на местном уровне; анализ проблем, причины которых являются следствием как общего состояния социальной среды муниципального образования, так и степени организации и результатов деятельности местной власти. ; The paper is based on the results of the study devoted to the actual problems of functioning and development of local government and conducted by the Insti-tute of Public Administration and Man-agement, RANEPA, in 2014 (20 adminis-trative units, 8 federal districts, N=1120; experts were representatives of local government, local self-government and enterprises, etc.) . The author examines basic characteris-tics of public social activity, its origins as well as public expectations from the gov-ernment to tackle the problems of munic-ipalities. The following issues are explored in the paper: influence of local government on the development of social activity; partic-ipation of the public in the activities of the local self-government as well as pri-vate initiatives; reasons behind the public participation in the life of municipalities; social factors that incite citizens to partic-ipate in the public life of municipalities; impact of different factors on social and political activities at a local level; analy-sis of the problems resulted from the general situation in a municipality as well as the results of the activity of the local authorities.

__Abstract__ Diagnostic medical ultrasound may have a slightly longer history than what you expected. Its root dates back to 1930s and 1940s, when Theodore Dussik, a psychiatrist and neurologist, and his brother Friederich used a 1.5 MHz source to record signal variations after transmitting the wave through the human brain. Although these images were later shown to measure the skull bone attenuation instead of brain ventricles as the Dussik brothers had believed, it was one of the earliest attempts to scan an in vivo organ (White 1988). The real developments of medical ultrasound imaging initiated after Second World War, since 1950s, when the "pulse echo" technique was adapted from military sonar and radar. For the practicality to position the setup for medical imaging, only a single transducer was used to measure the reflected wave from the target sample in contrast to transmission, which measures the wave transmitted through the medium by a sending transducer and a separate receiving transducer. In early 1950s, John Wild and John Reid developed the first hand-held imaging device which was applied to image breast cancer tumors (Newman and Rozycki 1998). However, it was not until 1960s and 1970s, with the development of electronics, these pioneering works truly came to fruition. The static B-mode imaging was replaced by real-time imaging modalities thanks to new techniques such as phased linear arrays (Seibert 1995). One of the major breakthroughs (which is also of special meaning to the author) is the multi-element linear arrays developed by the group headed by Professor Nicolaas Bom at Thoraxcenter, Erasmus medical center Rotterdam. The probe face consists of 20 crystals which can produce 20 scan lines in total. Figure 1.1 shows the design of the probe and the real-time cardiac image it produced. This early simple concept has later evolved into the more complicate real-time scanners that are widely available today. The later combination of real-time imaging with pulsed wave Doppler technique enabled accurate measurements of the blood flow, which greatly benefited diagnostic echocardiography.

Tādējādi autore maģistra darbam ir izvirzījusi mērķi analizēt pedagogu profesionālās darbības kvalitātes novērtēšanas sistēmas izveidi un attīstību un izstrādāt ieteikumus pedagogu profesionālās darbības kvalitātes novērtēšanas procesa pilnveidošanai Latvijā. Autore, analizējot zinātnisko literatūru un atbilstošu Latvijas likumdošanas normatīvo aktu bāzi, kā arī anketēšanas un interviju rezultātus, izstrādāja 20 ieteikumus PPDKN sistēmas pilnveidei. ; Achievement of aims of any organization depends on organizational capacity, which depends on efficient personnel management, which also includes evaluation of personnel. Educational institutions are organizations in broader sense. As expectations in society towards educational process are rising, so does the importance of professional assessment of teachers, with particular aim to motivate teachers and facilitate their professional development. In September 1, 2014 the Regulations of the Cabinet of Ministers no.350 "The order of assessment of professional quality of teachers" (accepted in June 17, 2014) came in force. It is the basis for unified Assessment System of Teachers` performance across the state and thus has become the topic of discussion for all participants of education system. The aim of the Master Thesis is to analyze the existing implementation experience of Assessment System of Teachers` performance and to prepare recommendations for its improvement. The author is proposing 20 recommendations for improvement of Assessment System of Teachers` performance on the basis of analysis of scientific literature, relevant legislation of Republic of Latvia as well as results of interviews and survey.

The demand for pollution-free and recyclable engineering materials has been increased as the cost of energy and environmental concerns have risen. Green material design can lead to better environmental quality and sustainability of civil infrastructure. Road construction is one of the largest consumers of natural resources. Beneficial utilization of recycled materials can result in an important opportunity to save the mining and use of virgin materials, to preserve energy, and to save landfill space. Two main research questions addressed in this study are: (1) How much pollution, energy, natural resources, time and money can be salvaged by applying recycling materials to Hot-Mix Asphalt (HMA)?, (2) What are the optimum mix designs for those recycled materials in HMA?, and (3) Can multiple recycled materials be used at the same time to compensate each other's drawbacks? This study evaluates the structural performance and environmental-economical cost and benefit by substituting one or a combination of three recycled materials in HMA. The three recycled materials are Recycled Asphalt Shingle (RAS), Municipal Solid Waste Incineration (MSWI) Bottom Ash, and Recycled Concrete Aggregate (RCA). Performance evaluation of the HMA including those recycled materials has been performed by a series of laboratory experimental tests while the environmental impact was investigated by the Life Cycle Assessment (LCA). In addition, Life Cycle Cost Analysis (LCCA) method has been employed to evaluate the benefit of the aforementioned recycled materials.In 2008, the Florida Legislature established a new statewide recycling goal of 75% to be achieved by the year 2020. The impact of this research aligns with this policy as it introduces a sustainable HMA that reduces the necessity of virgin aggregate and asphalt binder to 50% and 20%, respectively. Die Untersuchung widmet sich der Frage, ob der die Lizenzierung kreativer Inhalte regelnde, gegenwärtig geltende Rechtsrahmen der gestiegenen wirtschaftlichen und gesellschaftlichen Relevanz der Lizenzierung von Kulturgütern im Hinblick auf die Bestandssicherheit und Verkehrsfähigkeit von urheberrechtlichen Lizenzen gerecht wird. Neben der dogmatischen Auseinandersetzung mit den relevanten gesetzlichen Regelungskomplexen wird dabei für einen praxisgerechten Ausgleich der Interessen sämtlicher in der Lizenzkette beteiligter Parteien unter Berücksichtigung volkswirtschaftlicher Wertschöpfungsoptimierung plädiert. Anschließend an eine grundsätzliche Einführung in die methodischen sowie rechtsökonomischen Grundlagen wird der nach gegenwärtiger Rechtslage bestehenden Grad an Bestandssicherheit und Verkehrsfähigkeit von urheberrechtlichen Lizenzen in den Regelungskomplexen der insolvenzrechtlichen Behandlung, des Sukzessionschutzes sowie der Weiterübertragbarkeit untersucht.

International audience ; The 2014 Cerisy congress devoted to the journal Géographie et Culture's anniversary was the occasion to make a point about the scientific books collection of the same name. It was also founded en 1992 by Paul Claval and ever since 45 books have been published. The paper is written by its present manager. First the paper deals with the books and their authors: who are they (men and women, old and young, scholars and others.), where do they come from, in which language do they write? Secondly the types of geographies here represented are studied. Does the content of the books fit with the name of the collection? It is often the case with numerous books dealing with epistemology, history of geography, historical geography and, less frequently, postmodernism. But in many cases, books do not have much to do with cultural geography. These ones deal with very peripheral themes in regards to cultural geography such as economic geography or political geography. Nonetheless, most authors use the same methods based on field work, which could hence be considered as the only common point between all the books. The last part of the paper deals with the way the collection has been ruled since twenty years, tackling governance issues. During the latest years the reading committee has decided to focus more on the cultural approaches on geography and to give up these other fields. ; Le colloque de Cerisy organisé par le laboratoire ENeC en 2014 est l'occasion de réaliser une analyse rétrospective de l'ensemble des titres parus dans la collection Géographie et cultures, fondée à l'Harmattan en 1992 par Paul Claval.
