The Global Environmental Governance (GEG) reform, created in 2001 under the auspices of the United Nations, pays only scant attention to companies & their roles. Such situation contrasts sharply with the increasing involvement of these corporate actors in international negotiations concerning the environment. We show how this gap drastically reduces the chances of success of the GEG reform. First, its implementation will neglect the positive functions accomplished by those actors, which are essential to achieving its main objectives. Second, the reform will not address the causes of the strategic resistance developed by most of the companies as a reaction to the growing institutionalization of the environmental protection. Finally, it will disregard the challenges posed by the growing involvement of certain companies in the GEG, mainly through the emergence of private regimes. Adapted from the source document.

This article examines international migration trends since the WWII & reviews UNESCO program activities. In view of the social, economic, cultural & human rights aspects of migration, the organization has focused considerable efforts on its two distinct but related components: internal & international. The social, cultural, educational, & occupational problems specific to women migrants -- a theme that, in the 1980s, took on increasing importance & independence as reflected in a number of UNESCO meetings & publications -- is reviewed. The complexity of recent migration flows, emerging issues & the need to provide viable policy responses has led UNESCO to develop new methods of research & support for policy formulation by establishing regional migration research networks. 23 References. AbstractThis article considers the origins of the local government reform agenda of the 1997 to 2001 Labour government. The analysis identifies a wide range of factors including recurring themes in the debate about local government, market mechanisms, Labour Party politics, the traditions of the British state, the constitutional reform agenda and the international context. This study also develops the notion of shifting constraints to explain this process and the agenda of the current Labour administration.

AbstractThis article addresses the notion of reflexivity in international theory through an attempt to transcend the dichotomy between knowledge and judgement. It intends to demonstrate that neither 'philosophical' nor 'scientific' approaches to world politics can reconcile cognitive and evaluative claims, but that such an endeavour may be envisaged within a certain conception of knowledge, science and facts. A comparison of Morton Kaplan's approach with Hans Morgenthau's and Kenneth Waltz's suggests what kind of theoretical alternatives can bring together these two seemingly incommensurable orders of discourse under a unified, foundationally reflexive epistemology.

AbstractThis article focuses on the control of international mobility through the gathering, processing, and sharing of air travellers' data. While a lot has been written about pre-emptive rationalities of security translated into the functionalities of IT systems used for border controls, we take a step further and investigate how these rationalities are operationalised through data transfer, screening, validation, discarding, profiling, contextualisation, calibration, and adjustment practices. These practices may seem banal and technical; however, we demonstrate how they matter politically as they underpin the making of international security. We do so by analysing the work of Passenger Information Units (PIUs) and retracing how they turn Passenger Name Record (PNR) data into actionable intelligence for counterterrorism and the fight against serious crime. To better understand the work of PIUs, we introduce and unpack the concept of 'epistemic fusion'. This explicates how security intelligence comes into being through practices that pertain to cross-domain data frictions, the contextualisation of data-driven knowledge through its synthesis with more traditional forms of investigatory knowledge and expertise, and the adjustment of the intelligence produced to make it actionable on the ground.
