AbstractResearch in public administration examining the effects of diversity on public organizational performance has produced mixed results. However, the lack of a comprehensive theoretical framework has failed to provide an explanation for the mixed diversity effects. This study introduces a systematic analytical model, Categorization‐Elaboration Model (CEM), to help identify the contextual constructs which can promote the positive effects of diversity on public organizational performance. A meta‐analysis is conducted on 37 quantitative studies to test the empirical validity of a CEM constructed theoretical model with 253 effect sizes which will promote a better understanding of the circumstances or contexts that lead to the benefits of diversity within public sector organizations. The empirical results of meta‐regression point to the appropriate range of contextual factors which can alleviate the potential negative effects of diversity and promote its overall positive effects.

This study investigates the emergence of a collection of diverse organizations designed to enable and govern infrastructure public–private partnerships (PPPs). The authors use the concept of organizational fields as a theoretical lens to investigate this panoply of organizations in three international contexts: British Columbia (Canada), Victoria (Australia), and South Africa. They observe a similar set of actors in each of these "PPP-enabling fields" but detect significant variation in the actor characteristics and the way that they are arranged on different projects. They theorize on a number of PPP-enabling fields aspects, including typical project arrangements, predominant field intermediaries, and salient institutional logics.

The capability to conduct operations without delay in all parts of the world is the principal focus of the transformation of the Federal Armed Forces (Bundeswehr) and thus also of the Army. Below the level of the Federal Ministry of Defense it is the Army Forces Command and the Army Office which are responsible for maintaining and advancing this capability. While the Army Forces Command is in charge of the administrative control of the formations/units of the Army and the performance of tasks as force provider for German contingents in operations, the Army Office in its function as a "concept office" has been designed to develop conceptual ideas for the transformation of the Army and to work out basics for training, armament and, in future, also for logistics as well as for the organization of the Army. In addition, the Army Office runs the schools and central training facilities of the Army and represents the Army in important fields of international cooperation. (Europäische Sicherheit / SWP)
