It is widely agreed that domestic and international politics are rooted in very different types of order, but this insight is deeply flawed. The potential similarity of domestic and international order can best be seen at historical turning points when the organization of the order is up for grabs — internationally, these moments tend to come after major wars. This article argues that at these moments, order formation has taken the form of constitution building, where basic limits are sought on the exercise of power and the scope of politics. Constitutions are compromises or gambits whereby a hegemonic or leading state agrees to limit its power — that is, it agrees to operate within an institutionalized political process according to a set of rules and principles — in exchange for the agreement of secondary states to do so as well. Moreover, the domestic structures of the contracting states will matter — states that are similar will be better able to convey assurances and democratic states will be most likely to solve the commitment problems necessary to construct constitutional orders.

Drawing on Emile Durkheim's Division of Labor in Society, I offer a typology of international systems. Previous uses of Durkheim to describe international systems suffer a number of conceptual errors and therefore are at variance with the spirit and intention of Durkheim's work. A deeper reading of Durkheim usefully draws attention to the moral basis for society and thus the problems with defining international systems solely in terms of power distributions. Further, rereading Durkheim offers a much richer typology than the simple distinction between mechanical and organized societies, affording in turn fresh insights into change in the international system. The abnormal forms of the division of labor offer the best description of the contemporary international system.

Der Verfasser setzt sich mit methodischen Problemen internationaler industriesoziologischer Vergleiche auseinander. Am Beispiel einer französisch-bulgarischen Untersuchung werden Charakteristika, Vor- und Nachteile quantitativer und qualitativer Methoden in internationalen Vergleichen diskutiert. Hierbei geht es vor allem um die "empiristische" Fallstudie und die "systematische" statistische Analyse. Vorteile der Fallstudie werden im "Vorrang des Untersuchungsgegenstandes gegenüber existierenden Theorien" gesehen, Nachteile in der Anfälligkeit für "subjektive Faktoren bei der Bildung von Erklärungshypothesen". Befürwortet wird eine Verbindung von Fallstudien mit der quantitativen Analyse von Wirtschaftsdaten. (ICE)

The second Air Navigation Conference sponsored by the International Civil Aviation Organization (ICAO) opened in Montreal on August 30, 1955. Technicians representing 26 countries members of ICAO, three non-member countries and five international organizations attended the Conference, which had on its agenda radio aids to final approach and landing, long-distance navigational aids, aircraft separation in high density traffic areas, visual flight rules, and minimum height rules. The Conference requested ICAO members to set up a system of reporting "near-misses" between aircraft in flight, with the purpose not of enforcing existing rules of the air by taking disciplinary action against the pilots concerned but, by a systematic analysis of near-misses and the determination of their causes, to find a way of avoiding them. The Conference noted that research was being carried on in regard to anti-collision lights, and recommended that member states forward to ICAO information on the results of their trials and experiments. The Conference also recommended that ICAO revise its international standards to prohibit all flights in controlled airspace between sunset and sunrise unless such flights were carried out under air traffic control from the ground, with specific permission from the appropriate authorities. After considering complications resulting from aircraft flying under Visual Flight Rules (not under ground control) in controlled airspace, the Conference proposed an amendment to the international standards on rules of the air which would bring under traffic control a number of such flights, and made several other recommendations designed to minimize the traffic complications resulting from flights not under ground control.

Leistungswettbewerbe sind effektive Einrichtungen zur Identifikation und Förderung herausragender Begabungen. In Deutschland haben sie eine lange Tradition und werden für alle Fachrichtungen angeboten. Internationale Leistungswettbewerbe fokussieren dagegen fast ausschließlich auf mathematische und naturwissenschaftliche Gebiete. Zugang finden jene Schüler, die bereits in entsprechenden Wettbewerben auf nationaler Ebene hervorragend abgeschnitten haben. In den letzten 10 Jahren haben deutsche Mannschaften, zumindest im Vergleich zu westeuropäischen Ländern, gute Resultate erzielt. Einzelne deutsche Teilnehmer liegen mit ihren Leistungen in der absoluten internationalen Spitze. Wie in anderen Ländern beteiligen sich allerdings nur wenige Schülerinnen und die Teilnehmer stammen vorwiegend aus Familien mit akademischem Bildungshintergrund. Der familiäre und soziale Kontext ist insgesamt eine entscheidende Determinante für die Beteiligung an internationalen Leistungswettbewerben. (DIPF/Orig.).;;;Academic competitions serve as effective instruments for identifying and promoting highly gifted students. In Germany, such competitions have a long tradition, and they are offered in all curricular domains. In contrast, international competitions are almost exclusively focussing on mathematics and science. Students with top-level results in corresponding national competitions get access to these international competitions. At least in comparison with other western European nations, German teams achieved good results over the last 10 years. Several German participants belong to the absolute international top level. However, as in other nations, only few female students take part, and participants mostly originate from families with an academic educational background. Altogether, the family and social context figure as decisive determinants for the willingness and readiness to participate in an international academic competition. (DIPF/Orig.).

Die Herausforderung: Steigender Anpassungsdruck durch die Globalisierung der Märkte Die Globalisierung der Märkte wird in Europa vor allem deswegen als schmerzhaft empfunden, weil sie mehr Flexibilität auf den besonders geschützten Arbeitsmärkten erfordert. Unter Druck geraten vor allem geringqualifizierte Arbeitskräfte, deren Einkommens- und Beschäftigungschancen nachhaltig beeinträchtigt werden. Strategische Industriepolitik: Keine erfolgversprechende Antwort auf die Globalisierung Oft wird ein Handlungsbedarf für eine gezielte staatliche Aktivität vor allem in technologieintensiven Industrien behauptet. In einer dynamischen und integrierten Weltwirtschaft gibt es jedoch kaum eine Marktführerstellung, die mit Hilfe der Forschungs- und Technologiepolitik erobert und auch auf Dauer gehalten werden könnte. Überdies sind staatliche Instanzen überfordert, solche Felder klar im voraus auszumachen und die Instrumente einer strategischen Forschungs- und Technologiepolitik zielführend zu gestalten und einzusetzen. Unternehmen treffen ihre Entscheidungen über Forschungs- und Produktionsstandorte ohnehin immer stärker im weltweiten Maßstab. Konzepte zur Förderung nationaler und selbst europäischer "Champions" werden daher noch fragwürdiger. Protektionismus: Kostspielig, unfair und wirkungslos Das Regelwerk des GATT zielt primär darauf ab, durch ein allgemeines Verbot der Diskriminierung zur Fairneß im weltweiten Handel beizutragen. Letztlich heißt dies, allen Ländern die gleiche Chance einzuräumen, sich in die internationale Arbeitsteilung integrieren zu können. Die Industrieländer sind jedoch zunehmend bestrebt, sich mit protektionistischen Eingriffen vor angeblich unfairem Wettbewerb zu schützen. Vielfältige Ausnahmen vom Diskriminierungsverbot kommen ihnen dabei entgegen. Protektionismus hat die Globalisierung freilich nicht verhindern können und wird es auch in Zukunft nicht vermögen. Er ist auch kein effizienter Weg für Industrieländer, um für einen erfolgreichen Anpassungsprozeß Zeit zu gewinnen, und den Entwicklungsländern wird die Integration in die Weltwirtschaft — und damit der Weg, der Armut aus eigener Kraft zu entrinnen — erschwert. Die Aufgabe: Ein internationales Regelwerk für mehr Wettbewerb Dynamische Konkurrenten zu disziplinieren, statt die eigene Wettbewerbsfähigkeit zu stärken, dies ist keine Antwort auf die Globalisierung. Ein internationales Regelwerk kann Einkommen und Beschäftigung nur dann nachhaltig sichern, wenn es auf den Wettbewerb als die treibende Kraft der wirtschaftlichen Entwicklung setzt. Dabei bedarf die Handelsordnung der Ergänzung durch eine internationale Wettbewerbsordnung, weil unternehmerische Globalisierungsstrategien — wie z.B. internationale Kooperationen — durchaus Marktschranken für neue Anbieter darstellen können. Internationale Wettbewerbsregeln sollten eine Überwachung internationaler Kartelle ermöglichen. Sinnvoll wäre darüber hinaus eine internationale Fusionskontrolle, die aber auf absehbare Zeit nicht realisierbar erscheint.
