'Choice' and 'voice' are two of the most significant means through which the public are able to participate in public services. Choice agendas position public service users as consumers, driving improvements by choosing good providers over bad, which then thrive through greater allocations of funds as money follows their selections (Le Grand, 2007). Choice-driven reforms tend to be about trying to make public services more locally responsive (Ferlie, Freeman, McDonnell, Petsoulas and Rundle-Smith, 2006). Voice-driven reforms, on the other hand, tend to position public service users as citizens, suggesting an emphasis on accountability mechanisms to drive service improvements through elections, with the possible removal of low regarded officials, or a greater involvement of local people in the running of services (Jenkins, 2006). Voice implies that citizens hold the right to participate in public services either through the political process, or through their direct involvement in the running or delivery of the services themselves. Of course, it is also possible to combine choice and voice mechanisms to try and achieve greater service responsiveness and accountability. In this review, choice reforms will be treated as those which are based upon consumer literature, and voice reforms those based upon attempting to achieve greater citizenship.Citizenship and consumption are two areas with significant literatures in their own right, but whereas the citizenship literature is widely cited in the social policy literature, the consumption literature appears rather more selectively. This review examines each area in turn in terms of its application to social policy, and then presents a synthesis of commonalties in the two literatures, which represent particularly promising avenues for exploring the relationship between public services and their users.

Although rational choice theory has made considerable advances in other social sciences, its progress in sociology has been limited. Some sociologists' reservations about rational choice arise from a misunderstanding of the theory. The first part of this essay therefore introduces rational choice as a general theoretical perspective, or family of theories, which explains social outcomes by constructing models of individual action and social context. "Thin" models of individual action are mute about actors' motivations, while "thick" models specify them ex ante. Other sociologists' reservations, however, stem from doubts about the empirical adequacy of rational choice explanations. To this end, the bulk of the essay reviews a sample of recent studies that provide empirical support for particular rational choice explanations in a broad spectrum of substantive areas in sociology. Particular attention is paid to studies on the family, gender, and religion, for these subareas often are considered least amenable to understanding in terms of rational choice logic.

Purpose
The purpose of this paper is to understand the reason of attraction for the young professionals (who left their paid employment) to pursue social entrepreneurship (SE) education, to understand role played by SE education program on developing entrepreneurship knowledge and skills to create social impact and to explore the influence of SE education on their career choices and job-preferences.
Design/methodology/approach
This exploratory study uses qualitative methodology to collect data from 16 alumni of Master of Arts in Social Entrepreneurship (MASE) Program, Tata Institute of Social Sciences, Mumbai, India.
Findings
The findings indicate that the knowledge and skills learned through the MASE program played a significant role to create an entrepreneurial mindset and put such skills into action to create impact (as job creator/entrepreneur or job seeker/intrapreneur) as well any change in their career choice, job-preference and job-mobility. The findings force us to re-define "success of SE education", as in both the cases, they are creating social impact using their entrepreneurship knowledge and skills. Career advancement and personal growth opportunities, and their willingness to create impact as decision makers act as strongest motivators to choose the program. Furthermore, the study also highlights the additional factors, which influence their decision of choosing/not choosing SE as career option.
Research limitations/implications
The findings cannot be generalized. The qualitative data is analyzed inductively to arrive at the findings.
Practical implications
The findings are relevant for SE educators and also the policy makers. Promotion of SE education will not only create employment for others, but will also address several other social problems, and contribute to inclusive development of the country.
Originality/value
The uniqueness lies in understanding the motivations behind the decision of pursuing MASE program then followed by exploring the influence of SE education on their career choices and job-preferences.
The research focus is on personal and other factors that pre-dispose, motivate and enable people to have longer working lives, drawing on both primary research and secondary sources. After a statistical overview of the European situation, most of the data used is from the United Kingdom, where substantial research has been carried out. Unless otherwise stated, research data are British. Surveys have shown a range of predictive factors, and that financial necessity and job satisfaction are two of the most important reasons for working after normal retirement age. These are illustrated by selected biographies drawn from two research projects, followed by an analysis of enabling factors, including qualifications, the availability of jobs, attitudes and policies of employers, health, government policy and vocational guidance and mentoring. The chapterpaper concludes that working after retirement age ought to be a matter of individual choice.

Proponents of user choice argue that this type of policy arrangement improves the quality of public social services since users are expected to select the most highly performing providers. In order for users to make informed choices, however, they need quality information about the services offered by different providers. In this article, we carry out a case study, investigating whether information about service quality was presented to users of home-based elderly care in Sweden. The analysis is based on unique data regarding the information of 223 providers in 10 municipalities. The results suggest that the information was poor and lacking in important quality dimensions. This indicates a lack of real user power since it is virtually impossible for users to make informed choices without relevant information. It also makes it less likely that the general quality level of home-based services will increase as a result of the user choice.
