Starting from the aggregate, this report first describes how Pernambuco has fared with respect to the rest of Brazil, both in terms of economic and social welfare performance, over the last decade (2001-2012). In a context of widespread economic growth, Pernambuco has done particularly well in recent years, similar to or above the national average. A key challenge concerns the longer-term, where – notwithstanding the positive performance of recent years-the same level of growth may not be as easily sustained. The solid economic performance has been reflected in an improvement of social indicators, also associated with the governments interiorizacao strategy, a policy developed explicitly to increase the coverage of public services in underserved areas, with a focus on the interior of the state. The decline in poverty rates displays a trajectory towards convergence with Brazil and recently, a faster than national decline of the Gini has brought Pernambucos income inequality below the national and Northeast level.
This paper reviews the linkages between urbanization and economic development. It articulates the relationship between urban density and potential increases in productivity, through specialization, complementarities in production, through the diffusion of knowledge and mimicry, and simply through size and scale. The factors limiting the efficient sizes of cities are analyzed. The paper reviews empirical knowledge, from underdeveloped countries as well as high-income industrial societies, about the importance and magnitudes of these productivity gains. The analysis documents the close link between gains in economic efficiency and the urbanization of populations in most parts of the world.

DIE ZWEITE DEUTSCHE REPUBLIK steht am Scheideweg! Erstmals sitzt eine Partei im Deutschen Bundestag, deren Jugendorganisation ebenso wie einige Landesverbände vom Verfassungsschutz als rechtsextrem eingeschätzt werden; eine Partei mit realen Optionen auf eine Regierungsbeteiligung auf Länderebene. Überall in Europa beobachten wir ein Erstarken rechter, nationalistischer und demokratiebedrohender Parteien und Organisationen. Diese Entwicklungen machen auch vor Hochschulen nicht halt. Gleichzeit gehen Hunderttausende auf die Straßen, um für die Demokratie zu demonstrieren, darunter viele Studierende, Wissenschaftler*innen und Professor*innen. Die Idee der wehrhaften Demokratie ist eine der zentralen Lehren aus dem Untergang der Weimarer Republik.
Doch lang nicht alle stellen sich so geschlossen gegen die Bedrohung von Rechtsaußen. Dabei spielt gerade die Wissenschaft eine zentrale Rolle in der demokratischen Gesellschaft, legt sie doch die rationalen Grundlagen des politischen Diskurses. Deshalb ist sie besonders geschützt etwa durch die grundgesetzlich verbriefte Wissenschaftsfreiheit und die weitgehende Verbeamtung der Professor*innenschaft, die bewusst die Lehrenden öffentlichem wie institutionellen Druck entziehen soll. Dass dieser Schutz nur einer privilegierten Minderheit zugutekommt, während ein Großteil der wissenschaftlichen Mitarbeiter*innen in Abhängigkeitsverhältnissen unter oft schwierigen Beschäftigungsbedingungen arbeitet (Kettenbefristungen, Vollzeitarbeit bei Teilzeitstellen), wurde in den vergangenen Jahren wiederholt thematisiert. Dies schafft auch Einfallstore für politischen Druck.
Warum wir einen starken Berufsverband brauchen
Rechtsextreme Tendenzen unter Professor*innen sind besonders gefährlich, da diese meist gut zu unterscheiden wissen, was rechtlich noch erlaubt ist und wie man auf dem schmalen Grat zum juristisch Angreifbaren und zur Verfassungsfeindlichkeit balanciert. Auch sind Hochschullehrer*innen meist gut vernetzt und geben sich oftmals gegenseitig Rückendeckung. Zudem scheinen nicht alle Lehrstuhlinhaber*innen zur Selbstkritik fähig. Manch privilegierte Lehrstuhlinhaber*innen fühlen sich herausgefordert von denen, die nachkommen, die andere Ansätze vertreten, emanzipatorische Anliegen forcieren. Ein öffentlicher Diskurs, der eigentlich als normaler wissenschaftlicher Prozess aufzufassen ist, scheint mitunter von den Etablierten als Angriff auf die Wissenschaftsfreiheit verstanden zu werden. Wer als Lehrstuhlinhaber*in seit Jahren keinen Widerspruch erfuhr, mag dies auch als Sakrileg verstehen, als Angriff auf das vermeintliche Recht, gefeit vor Widerspruch zu sein. Die großen Debatten um Wissenschaftsfreiheit und "Cancel Culture" scheinen von einem Generationen- und Geschlechterkonflikt beeinflusst.
Deswegen braucht es einen starken Berufsverband, der die Interessen aller Wissenschaftler*innen unabhängig vom Beschäftigungsstatus vertritt. Der Deutsche Hochschulverband (DHV) bezeichnet sich selbst als "die Berufsvertretung der Wissenschaftlerinnen und Wissenschaftler in Deutschland", mit rund 33.500 Mitgliedern, überwiegend Professorinnen und Professoren. Damit ist der DHV die größte Vereinigung von Wissenschaftler*innen in Europa. Entsprechend kommt dem DHV in der Öffentlichkeit eine besondere Bedeutung und Verantwortung zu. Aber kommt der DHV dieser Verantwortung angemessen nach?
Was passieren kann, wenn mächtige und etablierte Professor*innen kritisiert werden, kann man aktuell am Verhältnis des Deutschen Hochschulverbands (DHV) zum Netzwerk Wissenschaftsfreiheit beobachten. Der DHV als Berufsverband nimmt einseitig Professor*innen des Netzwerkes in Schutz, prangert andere Wissenschaftler*innen öffentlich an und äußert sich nicht direkt zu konkreten Vorwürfen und Nachfragen, sondern weicht mit einem pauschalen Bekenntnis gegen Rechtsextremismus aus.
Das Netzwerk Wissenschaftsfreiheit ist ein Verein von mehr als 700 Professor*innen, der sich selbst als Verein gegen die wissenschaftliche "Cancel Culture" beschreibt. Über das Netzwerk Wissenschaftsfreiheit gibt es nun mehrere kritische Meinungen, auch weil ein Mitglied des Netzwerks an der berüchtigten Konferenz in Potsdam teilgenommen hatte. Das Netzwerk selbst weist Anschuldigungen vehement zurück und droht sofort schriftlich mit Klage.
Nun gehört das Recht zur Vereinsbildung, zu den konstitutiven Rechten, ja zu den Voraussetzungen demokratischer Teilhabe. Insofern ist die Gründung des Netzwerks Wissenschaftsfreiheit nicht zu beanstanden. Aber handelt es sich um ein neutrales Netzwerk oder um eine politische Gruppierung? Wenn das Netzwerk im Namen der Wissenschaftsfreiheit offene Briefe an Universitäten und damit ihre Leitungen oder Politiker*innen im In- und Ausland schreibt, um etwa gegen postkoloniale Studien zu polemisieren, dann hat dies zumindest den deutlichen Anschein, politisch Einfluss nehmen zu wollen. Ein Brief an Universitätsleitungen dient nicht dem offenen Meinungsaustausch! Die Botschaft ist viel mehr: Unterbinden Sie das, fördern Sie das nicht!
Insbesondere Hochschullehrer*innen dürfen sich jetzt nicht wegducken
Die Empfänger*innen dieser Botschaften können dies durchaus als Einschüchterungsversuch verstehen. Wer eine Zukunft in der Wissenschaft will, halte sich tunlich von bestimmten Themen fern, so könnte man dies lesen. Eine komplette Umkehrung des im Namen angelegten Programms. Offen bleibt also, wer das Canceln tatsächlich praktiziert und wer es versucht zu unterbinden. Dies ist im politischen Raum allerdings durchaus im Rahmen des Erlaubten. Hochproblemtisch wird es, wenn der Deutsche Hochschulverband als zentrale Vertretung DER Wissenschaftler*innen in Deutschland einseitig eine politische oder zumindest wissenschaftspolitischen Gruppe zu vertreten scheint.
Die Verteidigung der liberalen, offenen Gesellschaft ist eine gesamtgesellschaftliche Aufgabe, vor der sich insbesondere Hochschullehrer*innen nicht wegducken dürfen, gerade weil diese Berufsgruppe beim Zusammenbruch der ersten deutschen Demokratie so eklatant versagte Damals machten sich viele zu Erfüllungsgehilfen des "Dritten Reiches" und zu Anstifter*innen von Menschheitsverbrechen, nur um sich nach dem Krieg auf die Position zurückzuziehen, lediglich reine, apolitische Wissenschaft betrieben zu haben.
Der DHV leistet in vielen Dingen hervorragende Arbeit. Umso enttäuschender ist es, dass eine kritische Auseinandersetzung und Aufklärung über konkrete Vorfälle und Entwicklungen auch unter den eigenen Mitgliedern fehlt. Wie steht der DHV dazu, dass ein Mitglied des Netzwerkes Wissenschaftsfreiheit auf der Konferenz in Potsdam vorgetragen hat? Billigt er dies? Verteidigt er dies? Wie steht der DHV dazu, dass sich eine Vielzahl der Beiträge aus dem Netzwerk gegen Genderdiversität und Migration richten? Wie steht der DHV dazu, dass eine Vorsitzende des Netzwerks gerade ein Buch veröffentlicht hat mit dem Titel "Der neue Kulturkampf – Wie eine Woke Linke Wissenschaft, Kultur und Gesellschaft bedroht"? Das sind einige der unbeantworteten Fragen.
Eine Berufsvertretung wie der deutsche Hochschulverband muss den Anspruch haben, alle Mitglieder gleichermaßen zu vertreten. Mit einem pauschalen Bekenntnis zur offenen Gesellschaft – wie in seiner Erklärung vom 20. Februar 2024 – ohne konkrete Aufarbeitungen wird der DHV seiner gesellschaftlichen Verantwortung nicht gerecht.
Der DHV schreibt: "Für pointierten argumentativen Streit basierend auf Fakten ist in der Wissenschaft Platz, für Einschüchterungen, Mobbing oder Boykott dagegen nicht." Wir teilen diese Ansicht! Allerdings war es der DHV, der über Social Media eine unerschrockene wissenschaftliche Mitarbeiterin namentlich und öffentlich in ein kritisches Licht rückte, nachdem sie hier im Blog Kritik geübt hatte. Jetzt ist es an der Zeit, dass sich der DHV von einer einseitigen Parteinahme zugunsten des Netzwerks Wissenschaftsfreiheit distanziert und öffentlich aufarbeitet, wie es dazu kommen konnte. Die Auseinandersetzung mit manchen Themen mag unbequem sein, aber gerade angesichts der aktuellen politischen Lage ist sie umso notwendiger. Ein zu langes Schweigen ist irgendwann als Zustimmung zu werten.

Dieser Beitrag stellt einige Erkenntnisse meiner Seminararbeit über den Wandel des französischen Parteiensystems vor. Über Jahrzehnte hinweg war das Parteiensystem der V. französischen Republik von einer starken bipolaren Rechts-Links-Logik geprägt. Das politische Spektrum ließ sich dabei in vier grobe Gruppierungen unterteilen: Linkssozialisten und Kommunisten (Linksfront), Sozialisten und Linksliberale (Parti socialiste), dann die gemäßigte Rechte um die rechtsliberalen und konservativen UDI und Les Républicains und schließlich der rechtspopulistische Rassemblement National (früher: Front National).Infolge des Mehrheitswahlrechts dominierten die zwei gemäßigten Großparteien des linken und rechten Lagers (PS und LR) die Institutionen. Kleinere Parteien konnten sich durch Bündnisse mit ihnen an der Macht beteiligen. Das Zentrum um die Partei MoDem spielte eine eher untergeordnete Rolle (vgl. Höhne 2015: 41; Kimmel 2017: 328; Ruß-Sattar & Jakob 2018: 5).Diese Grundstruktur in einem "semipräsidentiellen System", in dem das Staatsoberhaupt die Richtlinien der Politik bestimmt, sorgte nach relativer Instabilität in der IV. Republik für stabile Mehrheiten und regelmäßige Machtwechsel zwischen den beiden politischen Lagern. Ferner konnten durch das Wahlsystem extreme Kräfte erfolgreich in Schach gehalten werden. So sorgte auch das Erreichen der Stichwahl von Jean-Marie Le Pen (FN) im Jahr 2002 nicht dafür, dass die bipolare Struktur aufgebrochen wurde, da bei der nachfolgenden Parlamentswahl kein Kandidat der Rechtsextremen in die Nationalversammlung einzog. Man spricht hier auch von einer "republikanischen Front", die den Einfluss rechtsextremer Kräfte einhegt (vgl. Kimmel 2017: 329-33).Das Erdbeben 2017Wahlergebnisse nach https://de.wikipedia.org/wiki/Pr%C3%A4sidentschaftswahl_in_Frankreich_2017Diese Bipolarität wurde mit der Wahl Macrons im Jahre 2017 aufgebrochen, was einem politischen Erdbeben gleichkam (vgl. Martin 2017). Obwohl schon vorher andere Parteien versucht hatten, das politische Zentrum zu besetzen und mit der Rechts-Links-Logik zu brechen, war die Situation im Jahr 2017 nach Evans & Ivaldi (2018: 20) aus drei Gründen besonders günstig:Eine starke, radikale Wählerschaft (sowohl die linksextreme Partei LFi als auch der rechtspopulistische FN schnitten rekordverdächtig gut ab,eine glaubwürdige zentristische Alternative unter Macron, der auch davon profitierte, dass das politische Zentrum überhaupt erst frei wurde ("Da mit Fillon ein Vertreter der ausgesprochen konservativen Orientierung der Republikaner und mit Hamon ein Exponent des linken Flügels der sozialistischen Partei kandidierten, wurde die politische Mitte für Macrons Kandidatur frei", Kimmel 2017: 340),eine erhöhte Fragmentierung des Parteiensystems.Dem sind weitere Gründe hinzuzufügen:Ein mehr und mehr salonfähig gewordener Front National, der unter Marine Le Pen seit 2011 erfolgreich "entdämonisiert" wird,eine bemerkenswerte Unzufriedenheit mit den Kandidaten der "Regierungsparteien" (innerhalb der PS war man mit dem Kandidaten Hamon gar so unzufrieden, dass einige Wahlwerbung für Macron machten (vgl. Martin 2017: 251),ein immer stärker werdender Konflikt rund um das Thema Globalisierung, auf den ich nun etwas näher eingehen möchte.Dieser Konflikt wurde nämlich von den erfolgreichsten Parteien (LREM, RN, LFi) am deutlichsten integriert, während die "Regierungsparteien" sich hierzu gespalten zeigten. Während Macron die "Gewinner" der Globalisierung für sich gewinnen konnte, ein klares Ja zur europäischen Integration hat, kulturliberale Werte vertritt und sich durch eine liberale Wirtschaftspolitik auszeichnet (vgl. Algan et al. 2018: 2ff; Holzer 2018: 121; Kallinich 2020: 23f), attackieren Mélenchon (LFi) und Le Pen (RN) den gegenwärtigen Kurs von linker bzw. rechter Seite.Dies lässt sich an Le Pens hartem Kurs beim Thema Migration, ihrer Ablehnung des Multikulturalismus, einem starken EU-Skeptizismus bis hin zum lange Jahre angestrebten 'Frexit', einem großen Misstrauen ihrer Wähler gegenüber dem politischen System (vgl. Algan et al. 2018: 19.32; Durovic 2019: 1491f) und dem geforderten Wirtschaftsprotektionismus zeigen.Mélenchons Partei zeichnet sich durch ihren Euroskeptizismus, ihre globalisierungskritische Einstellung und das ebenfalls relativ starke Misstrauen ihrer Wähler gegenüber dem politischen System (vgl. Algan et al. 2018: 32) aus, gründet aber nicht in einer generellen Ablehnung der Globalisierung, sondern in ihrer neoliberalen Ausprägung (vgl. Martin 2017: 261-63).Weiter lässt sich festhalten, dass sich diese Konfliktlinie mitten durch die Mitte-Rechts- und Mitte-Links-Parteien zieht (vgl. Grillmayer 2017: 211). Auf linker und rechter Seite lassen sich jeweils Befürworter und Ablehner der Globalisierung in ihrer gegenwärtigen Ausprägung ausmachen. Die klassischen Volksparteien weisen bei diesem Konflikt also Elemente beider Pole auf.Dies lässt folgende Schlussfolgerung zu: Die neue Konfliktlinie rund um die Globalisierung (Offenheit vs. Geschlossenheit) verläuft entgegen der Rechts-Links-Logik und trennt nicht das linke vom rechten Lager, sondern die Mitte von den Extremen (vgl. Pütz 2017: 206-08). Auf Seite der Rechtspopulisten liegt die Vermutung nahe, dass die Probleme der Globalisierung durch den Rückzug ins Nationale gelöst werden sollen, auf Seite der Linksextremen hingegen durch eine Demokratisierung und Neuordnung der Institutionen jenseits einer neoliberalen Grundordnung (vgl. Martin 2017: 257-63). Die große Frage, die sich damit für die Präsidentschaftswahl 2027 stellt, lautet: Was wird passieren, wenn mit Macron die einzige Alternative des politischen Zentrums wegfällt, da er dann bereits zwei Legislaturperioden im Amt war? Eine rechtspopulistische Regierung unter Marine Le Pen scheint realistischer denn je - die republikanische Front in Frankreich wackelt erheblich. The ISA poster maker was not wrong I am sticking around in Montreal after a wonderful ISA conference as I have a CDSN workshop on Climate Security. So, I am hanging in my hotel room, marveling at how lucky I am. I had a great time, meeting old friends, making new connections, giving feedback on a wonderful book, and being really grateful. After two cancelled ISA's (Hawaii and Vegas, damn it!) and one strange, poorly attended one in Nashville last year, I was determined to hug longer and share my gratitude with all those who helped me along the way. As it was a conference full of special events, this was not hard to do. Lauren and me on reconstructed McTavish Started by meeting up with a former undergrad who got hooked on IR in my Intro class at McGill . We walked around our old stomping grounds. Lauren Konken and I had a great time, chatting about ye olde days and noticing what has changed at McGill. The plywood instead of a real railing on my old office balcony? Nope, that didn't change.A ritual for Montreal conferences is for my former student Ora Szekely to take me to her favorite Chinese restaurant in Montreal's mini-Chinatown. I am always thrilled to see my former students--they are mostly doing great, and they are mostly very funny people. So, conferences are great for both silliness and pride. I am quite thankful that I have had such great students over the years even if I whine about reading endless drafts.I met with several editors to promote the Dave/Phil/Steve book manuscript, and they all indicated much interest. I feel good about our chances of getting our book out to a great press in the near future. This was a year full of honorary panels honoring people I know. Which means I am getting old. I was asked to be on Victor Asal's panel, as the Ethnicity, Nationalism, and Migration section gave him an award for all of his work, and it was my honor to join Ora, Erin Jenne, Pat James, and some other folks (my memory sucks after a week of reduced sleep). Victor has published an incredible amount of work in many areas with many, many co-authors. And he is a mensch. These panels are supposed involve some roasting, so I teased him gently while also noting his contributions and his mensch-ness.For the first time, I attended the Presidential speech because the President for the past year has been Debbi Avant. She was one of two senior IR grad students at UCSD when I arrived. She was most welcoming, throwing a party for the prospective students, and then over my time there, most generous with her advice, and most supportive. She was also a hell of a role model, starting with her doing security stuff at a time where no prof at UCSD did international security. She was a pathbreaker in the field of civil-military relations, applying principal-agent theory to it before Peter Feaver made it cool to do so. Since then, I have often asked her for advice, which she provided quickly and insightfully. She threw yet another party when I visited Denver when I gave a talk on the Steve and Dave NATO book. Most recently, she has served quite helpfully on the CDSN Advisory Board. She gave a great, challenging talk, and was perhaps a little disappointed she didn't get as much pushback as she expected.The other highlight was seeing my supervisor, Miles Kahler, be honored by various IPE luminaries. The person assigned to talk about his work as an advisor could not make it, so I was happy to stand up towards the end and tell folks what a difference Miles has made in my career. It was great to hear from these IPE leaders how Miles stood out, making me realize how I ended up emulating him--focusing on the domestic politics of IR, being at the intersection of comparative politics and IR, being a fox rather than a hedgehog (moving around, studying a bunch of stuff, rather than being focused on one big thing), and so on. I was the first PhD student for whom he served as chair of the dissertation committee/primary supervisor (Debbi was the first one he worked with at UCSD). So, maybe I made a dent on him too? I am glad I got a chance to say a few words of thanks (and of snark) and share my appreciation of not just a great scholar but a terrific person. I am far less intimidated of him now ;)So, it was perfect that I ended my ISA by going out to dinner with Miles, his partner, and with another student of his. It was a great dinner with a great beer, one that had a can that all admired. "Any Time Is the Right Time." Indeed.

Das weibliche Antlitz des Rechtspopulismus und -extremismus in ausgewählten Ländern, Heft 06, Friedrich-Ebert-Stiftung (FES) - Forum Politik und Gesellschaft, online unter: https://www.fes.de/themenportal-gender-jugend-senioren/gender-matters/artikelseite/fallstudie-italien.Die FES betrachtet in ihrer Studienreihe das "weibliche Anlitz des Rechtspopulismus" und untersucht hierfür einzelne Länder und ihre rechtspopulistischen Parteien. In der Fallstudie Italien setzen Francesca Feo und Anna Lavizzari den Fokus auf die beiden wichtigsten Rechtsparteien in Italien, die Lega und die Fratelli d´Italia.Zunächst behandelt der Artikel die Entwicklung der Parteien, ausgehend von den 1990er Jahren. Seit diesem Jahrzehnt konnten die Parteien, die beide ein Programm kombiniert aus Nativismus, Autoritarismus und Populismus verfolgen, stetig an Bedeutung gewinnen und haben es so in die Regierungen geschafft.Im Falle der Lega wird auf die Entwicklung aus einer zunächst separatistischen Partei (Lega Nord) verwiesen. Die Lega Nord verfolgte das Ziel der "regionalen Autonomie" des Nordens von Italien (vgl. S. 3), da dieser im Vergleich zum angeblich faulen und diebischen Süden erheblich für die wirtschaftliche Kraft des Landes verantwortlich ist. Mittlerweile ist die Agenda jedoch hauptsächlich auf die Themen Nationalismus, Migrationsfeindlichkeit und ein ideologisches Weltbild ausgerichtet (vgl. S. 3). Diese Neuausrichtung sorgte dafür, dass die Lega zahlreiche Erfolge und Scharen an Neuwähler:innen verbuchen konnte und somit ihre Ursprünge weit in den Schatten stellte.Die Fratelli d´Italia (FdI) ist ein Ableger einer anderen Rechtpartei, der Alleanza Nazionale. Ein Schwerpunkt im Parteiprogramms bildet die Forderung von höheren Sozialleistungen, allerdings nur für "ethnisch definierte Italiener". Außerdem arbeitet die Partei auch stark mit der Symbolik der fiamma tricolore, der dreifarbigen Flamme, und führt diese sogar in ihrem Parteilogo auf. Diese Flamme ist eine eindeutige Zuordnung zu den "italienischen radikalen Rechten" (vgl. S. 4).Trotz teilweise sehr unterschiedlichen Agendas verbindet die beiden Parteien "ein [...] Programm aus migrationsfeindlicher und populistischer Politik, einem Ansatz von `Recht und Ordnung' und der Verteidigung italienischer Werte und Traditionen" sowie ein starker Fokus auf den Schutz der heteronormativen italienischen Familie (vgl. S. 4).Die Studie setzt sich mit der Geschlechter- und Wahlpolitik der Parteien auseinander unter der Beobachtung, dass sich immer mehr Frauen rechtsextremen und rechtspopulistischen Parteien anschließen, diese unterstützen und dort auch zunehmend Führungspositionen wahrnehmen. (vgl. S. 4).Frauen- und Geschlechterpolitik von Lega und FdIBeide Parteien haben ein ähnliches Frauenbild, das sich stark an einer nativistischen Weltsicht orientiert. Das Parteiprogramm der Lega wendet sich der Thematik im Vergleich zur FdI deutlich mehr zu. Hier wird viel Wert auf die traditionelle Familie gelegt. Die Lega definiert bspw. die Familie als "ursprünglichen Kern der Gemeinschaft" und die erste Institution der Wirtschaft (vgl. S. 5). Des Weiteren wird auch auf Pflege und Kinderbetreuung hingewiesen sowie auf die Hauptaufgabe der italienischen Frau, die Reproduktion.Die "demographische Krise" wird von beiden Parteien als größte Bedrohung der italienischen Nation gedeutet. Vor allem seien der Migrationszulauf und die schwache Wirtschaftskraft als Bedrohung der "natürlichen Familie" zu verstehen. Aber auch der "Genderwahn" steht seit 2018 auf der Liste der Bedrohungen, der die enge Verwobenheit der Parteien mit dem Katholizismus zeigt. Dieser Ideologie zu folgen, wäre nur von Vorteil für eine kleine Minderheit, "die mit den Eliten gemeinsame Sachen machen" (S. 5 f).Um die Geburtenrate wieder zu erhöhen, verfolgen beide Parteien sozialpolitische Maßnahmen, die die "traditionelle Familie" unterstützen sollen, wie etwa Steuersenkungen und Prämien, jedoch natürlich nur für "echte Italiener:innen". Auch wenn Frauen im traditionellen Sinne immer noch primär die Mutterrolle zugesprochen wird, so setzen sich die Parteien dafür ein, bessere Arbeitsbedingungen für junge Mütter zu schaffen, um Berufs- und Familienleben besser zu bewältigen (vgl. S. 6).Hierbei ist allerdings anzumerken, dass berufstätige Frauen nur toleriert werden, solange sie ihren mütterlichen Pflichten ausreichend nachkommen. Generell werden viele Gesetzes- und Reformvorschläge unter der Prämisse präsentiert, Frauen zu unterstützen, doch zielen diese, wie auch der Vorschlag der Lega zu einer frühzeitigen Pension, oftmals nur auf die Sorgefunktion der Frauen ab (im Beispiel wird diese Reform mit einem Recht auf Großmutterschaft begründet) (vgl. S. 6f.).Zwar machte die Lega ihre Versprechungen, mehr für die Familien zu verändern, bei ihrer Regierungsperiode im Jahr 2018 wahr, der Familienminister Lorenzo Fontana ließ es sich aber nicht nehmen, seiner Feindseligkeit gegenüber Homosexualität, LGBTQIA-Rechten und Einwanderung freien Lauf zu lassen. In seinem Buch wird deutlich, dass die italienische Kultur moralisch superior gegenüber anderen sei und somit seine "chauvinistische Sozial- und Bevölkerungspolitik" rechtfertigt (vgl. S. 6).Reproduktive RechteDie demographische Problematik Italiens beeinflusst auch die Haltung der beiden Parteien zu reproduktiven Rechten. In Italien ist zwar ein Schwangerschaftsabbruch gesetzlich erlaubt, allerdings steht es Ärzt:innen frei, diese aus moralischen Gründen zu verweigern. Obwohl beide Parteien reproduktive Rechte nicht explizit in ihren Programmen erwähnen, wird im Parlament viel darüber diskutiert (vgl. S. 7).Während der Parteivorsitzende der Lega, Salvini, nicht das Recht an sich in Frage stellt, sondern mehr darauf drängt, die Abtreibungsrate zu reduzieren, ist die Vorsitzende der FdI, Meloni, der Meinung, dass das Gesetz nicht ausreichend umgesetzt wird und fordert eine Prävention von Abtreibungen. Laut ihrer Aussage solle ein Schwangerschaftsabbruch nur in strengen Notfällen möglich sein, schließlich stehe dem das "Recht auf Mutterschaft" und die "Wahrung der Rechte des Kindes" entgegen (vgl. S. 7). Die Entwicklung beider Parteien lässt jedoch darauf deuten, dass keine der beiden einer Verschärfung des Gesetzes abgeneigt wäre, da beide bereits Initiativen gegen Abtreibungen in kleinerem Rahmen durchgeführt haben (vgl. S. 7f.).Geschlechtsspezifische Gewalt und LGBTQIA-RechteDie Lega thematisiert geschlechtsspezifische Gewalt durchaus in ihrem Wahlprogramm, jedoch steht hier nicht der Opferschutz an erster Stelle. Die Migration junger Männer wird instrumentalisiert, um eine Bedrohung der italienischen Frau, insbesondere durch Muslime, darzustellen. Dies spielt somit auch in den islamfeindlichen Diskurs der Partei (vgl. S. 8).Beide Parteien gehen von einer biologischen Vorstellung von Geschlecht aus. Die Lega drückt ihre Abneigung gegenüber der Regenbogencommunity deutlich mit der Ablehnung von gleichgeschlechtlichen Adoptionen und Leihmutterschaft aus. Jedoch beteuern die Parteien, nicht homophob zu sein, es gehe um geschützte Begriffe wie Mutter und Vater, Ehemann und Ehefrau, schließlich bräuchten Kinder diese beiden Elternteile (vgl. S. 8f.). Mit dieser Einstellung rechtfertigen sie auch die Bekämpfung von Gender- und Sexualkunde in jüngeren Klassenstufen, Eltern hätten das Recht, ihre Kinder traditionell zu erziehen (vgl. S. 9).Unterstützung von Frauen für populistische rechtsradikale Parteien in ItalienIn Westeuropa werden Frauen im Bereich der rechtsextremen und rechtspopulistischen Parteien immer aktiver, einige von ihnen wie Le Pen oder Meloni führen bereits auch rechte Parteien an. Im Falle Italiens sind Parteien dazu verpflichtet, ein gewisses "Gleichgewicht der Geschlechter" zu finden (vgl. S. 10). Analysiert man jedoch die Parteien, so sind sowohl bei der Lega als auch bei der FdI Männer deutlich überpräsentiert.Jedoch gilt es festzuhalten, dass beide Parteien in den letzen Jahren immer mehr weiblichen Zuwachs verzeichnen konnten. So war der Frauenanteil der FdI 2013 noch bei 11%, 2018 lag dieser Wert bereits bei 31%. Ähnlich ist es auch bei der Lega, die ebenfalls 11% Frauen im Jahr 2013 verzeichnen konnte, im Jahr 2018 dann 27% (vgl. S. 10f.).Die Lega verfolgt innerhalb der Partei eine klare Arbeitsteilung der Geschlechter, ganz der Tradition entsprechend. Dies bedeutet, Männer machen die "harte Politik", während Frauen eher administrativen und organisatorischen Aufgaben nachgehen (vgl. S. 11). Die FdI wiederum ist die einzige größere Partei innerhalb Italiens, die eine Frau an der Spitze stehen hat, einer von Melonis zentralen Punkten ist jedoch ebenfalls ihre Rolle als Mutter, also auch eine traditionelle Ausrichtung der Geschlechterrollen (vgl. S. 12).Aber nicht nur innerhalb der Partei werden immer mehr Frauen Mitglieder. Der Zuspruch der Bevölkerung für beide Parteien ist ebenso im stetigen Aufschwung und die Kluft zwischen männlichen und weiblichen Wähler:innen geht gegen null. Die FdI konnte sich von einer weiblichen Wählerschaft von rund 37,5% 2013 auf 48,5% 2018 bis sogar zu 50% 2019 hocharbeiten. Auch die Lega kann hier wieder mit vergleichbaren Zahlen nachziehen (40,9%, 49,2% 47,7%) (vgl. S. 13).Im Falle der FdI wird angenommen, dass die Parteivorsitzende Meloni eine beträchtliche Rolle für die weibliche Wählerschaft spielt, sie entradikalisiert nach wie vor das Bild der männlich dominierten Partei und setzt sich für Frauen und besonders Mütter ein. Zusammen mit der Lega sind beide Parteien eine offenbar gute Anlaufstelle für die Belange der Frauen, zumindest hinsichtlich des Schutzes vor "Bedrohungen" wie Migrationszuwachs, Islamisierung und sozialer Unsicherheit (vgl. S. 13f.).
El marco epistemológico que se ha propuesto en esta investigación de Tesis Doctoral se circunscribe dentro del dominio del Análisis del Discurso como herramienta de interpretación de los Corpus seleccionados. El texto de la Directiva de Retorno 2008/115/CE, que legaliza la deportación de inmigrantes 'irregulares' en territorio europeo, constituye el telón de fondo de los tres Corpus del análisis. Los supuestos teóricos de la fenomenología, de la sociolingüística y de la psicología sustentan la problematización de la ley a través del análisis de los argumentos discursivos de los europarlamentarios de la Unión Europea a favor y en contra de la aprobación de la Directiva de Retorno, que reconstruyen la historicidad del sujeto extranjero, reincorporando los procesos simbólicos del imaginario social (económico, político y cultural) e ideológico de un sistema político segregacionista que no considera a los inmigrantes como sujetos de su propia historia, revelando un racismo instituido, mediante el discurso benevolente de plantear una "deportación segura". El análisis de las imágenes divulgadas en la red interactiva oficial del Parlamento, asociadas al texto publicitario de la aprobación de la ley, se muestra decisivo para reflejar la discriminación institucional, cuando registran únicamente imágenes de personas "racializadas", lo que invita a contextualizar distintos ángulos de análisis del fenómeno jurídicosocial. Desde América Latina, el emisor del discurso - Evo Ayma Morales- se basa en la memoria histórica de invasión y colonización de los pueblos nativos, apropiándose de la historia, reafirmando a los europeos como responsables de la explotación de las tierras de América y, como sello de la memoria colectiva, atribuyéndoles una marca fundacional protagonizada por el Viejo Mundo, que se reviste en una deuda impagable. La Directiva de Retorno, que propone, igualmente, armonizar las políticas migratorias en los Estados miembros de la Unión Europea, se muestra como un nuevo-viejo ciclo de los discursos dominantes, que reproducen la exclusión, enmascarados a través de una dualidad social, las dicotomías históricas y los mismos estigmas que señalan que la deportación marca la diferencia que sirve para definir "quién es de dentro" y "quién es de fuera". Es el poder de la ley la que los hace sucumbir frente a la deportación que ha legitimado el discurso políticamente (in)correcto de la élite política. El inmigrante deportado es quien muere todos los días como un ser (no) autónomo que fue en búsqueda de la tierra, que ha construido en su imaginario, como el lugar de las oportunidades. Es el que verdaderamente representa a todos los extranjeros, en su condición utópica de ser sujetos de sí mismos dentro la sociedad de la exclusión. ¡Sin autonomía de decisión para su vida son sujetos simbólicamente muertos! ; The epistemological framework that has been proposed in this Doctoral Thesis research is circumscribed within the domain of Discourse Analysis as a tool for interpreting the selected Corpus. The text of the Return Directive 2008/115/CE that legalizes the deportation of 'irregular' immigrants in European territory, constitutes the background of the analysis Corpus. The theoretical assumptions of phenomenology, sociolinguistics and psychology, support the problematization of the analysis of the discursive arguments of the parliamentarians of the European Union for and against the approval of the Return Directive that reconstructs the historicity of the foreign subject, reincorporating symbolic processes. from the social (economic, political and cultural) and ideological imaginary of a segregationist political system that does not consider immigrants as subjects of its own history, revealing an instituted racism, through a benevolent discourse of "safe deportation". The analysis of the images disseminated on the official interactive network of Parliament associated with the advertising text of the approval of the law is decisive to reflect institutional discrimination, when they only record images of "racialized" people that invites to contextualize different angles of analysis of the phenomenon legal-social. From Latin America, the sender of the speech -Evo Ayma Morales- is based on the historical memory of the invasion and colonization of native peoples, he appropriates history, reaffirming Europeans as responsible for the exploitation of the lands of America and, as a seal of collective memory attributes a founding seal to them and imputes an unpayable debt. The Return Directive, which also proposes to harmonize migration policies in the Member States of the European Union, is shown as a new-old cycle of dominant discourses, which reproduce exclusion, masked through a social duality; the historical dichotomies and stigmas that indicate that deportation marks the difference that serves to define "who is from within" and "who is from outside". It is the power of the law that makes them succumb to the deportation that has legitimized the politically (in)correct discourse of the political elite. The deported immigrant is the one who dies every day as a (non) autonomous being who went in search of the land that he has built in his imaginary as a place of opportunities. He is the one who truly represents all foreigners, in their utopian condition of being subjects of themselves within the society of exclusion. Technological advances in the area of communications have accelerated the development of new media and the migration from traditional ones to the internet. These give rise to cybermedia that constitute a communicative situation different from that of traditional systems by incorporating interactivity. The expansion of social networks and mobile technology in which users reach all the prominence of both producers and consumers, generates dialogues and exchanges within civil society outside of large media companies. These cybermedia generate new professional profiles that have raised the alert in the field of legislation and taxation, but they have also widened social gaps, especially in less developed countries. The last article addresses the development of critical thinking through reading. ; EDITORIAL El presente dossier pretende analizar el modelo de comunicación en el que los interlocutores no están presentes físicamente, en el mismo lugar y/o momento, lo que hace que el proceso de comunicación cambie sustancialmente. No podemos dejar de lado las ventajas que estas nuevas formas de comunicarnos nos ofrecen, sin embargo debemos salvaguardar la humanidad de este acto. Los avances tecnológicos en el área de las comunicaciones han acelerado el desarrollo de nuevos medios y la migración de los tradicionales a internet. Estos dan origen a los cibermedios que constituyen una situación comunicativa diferente a la de los sistemas tradicionales al incorporar la interactividad. La expansión de las redes sociales y la tecnología móvil en la que los usuarios alcanzan todo el protagonismo tanto de productores como de consumidores, hace que se generan diálogos e intercambios dentro de la sociedad civil al margen de las grandes empresas mediáticas. Estos cibermedios generan nuevos perfiles profesionales que han prendido la alerta en el campo de la legislación y la tributación, pero también han ampliado las brechas sociales en especial en los países menos desarrollados. El siguiente envío revisa los efectos en las relaciones entre docentes y estudiantes a partir de sus prácticas comunicativas en los procesos de enseñanza-aprendizaje. Como apertura a la sección Mosaico, se explora la trascendencia y liderazgo de la mujer en la política ecuatoriana, luego se analiza el Acoso escolar y estrategias de prevención en educación básica y nivel medio buscando las alternativas de solución. Video programmers and the satellite and cable operators who distribute their content execute contracts for the mutually profitable offering of services to consumers. However, when programmers and distributors fail to reach closure on new terms and conditions before the end date of an existing agreement, service interruptions ("blackouts") occur. Video consumers resent having to pay sizable monthly subscriptions for content they temporarily cannot view, and both programmers and distributors risk financial injury. Recognizing the mutual harm to all parties, video programmers and so-called Multichannel Video Programming Distributors ("MVPDs") usually limit the frequency and duration of blackouts. Heretofore, MVPDs have been able to pass on to subscribers higher programming costs through increased monthly rates without significant declines in subscribership. However, the marketplace for video programming has experienced significant change in recent years, calling into question the continuing ability of MVPDs to raise rates annually at percentages well above measures of general inflation. Additionally, MVPDs have experienced unprecedented declines in subscribership and encountered consumer resentment at having to pay rates, often in excess of $100 monthly, for programming tiers containing dozens of channels, many of which few subscribers have an interest in viewing. Through cord cutting and cord shaving, increasing numbers of video consumers have abandoned an MVPD subscription or downgraded to a less expensive service tier to incur lower monthly rates. Video consumers also have shown greater interest in so-called nonlinear content, available as downloadable files and streaming on demand from new online services, such as Amazon Prime, Hulu, and Netflix, in lieu of conventional live, linear content transmitted by television broadcasters and MVPDs. The marketplace success of nonlinear video content providers demonstrates the growing willingness of consumers to use broadband networks for over-the-top ("OTT") access to alternative and competitive sources. This Article identifies significant changes in the video marketplace that will trigger more frequent and longer blackouts. The Article will explain how marketplace changes impact the three major sources of video content that MVPDs and broadband networks deliver: (1) broadcast television channels; (2) video content targeted for MVPD subscribers, such as that on CNN, ESPN, and HBO; and (3) video, offered on both a linear and nonlinear basis, by new OTT ventures. For broadcast television, this Article shows how current marketplace conditions challenge the ongoing viability of a legislatively crafted compromise that accords broadcasters the option of electing mandatory carriage of their signal by MVPDs (the "must-carry" requirement) in lieu of contractual "retransmission consent" negotiations. Broadcasters secure guaranteed carriage via MVPDs, and MVPDs benefit by the conferral of a low-cost copyright license to use broadcasters' content. For competing nonbroadcast video content, MVPDs and the manufacturers of devices, such as Roku, which transfer broadband video content to television sets via broadband networks, negotiate both copyright licenses and delivery rights directly with video programmers. This group also faces market volatility due to changes in consumer preferences and the growing array of video content options available. The Article seeks to answer whether video programmers or MVPDs have overestimated their own negotiating leverage and, in turn, their ability to secure favorable contractual terms and conditions. Broadcasters historically appear to have greater leverage, because they have exclusive control over live, "must-see," linear content, such as sporting events. This advantage has motivated most broadcasters to eschew the must-carry option and elect retransmission consent negotiations. The Article suggests that a significant increase in blackouts has resulted from reduced opportunities for MVPDs to raise subscription rates without triggering substantial increases in subscriber migration to other broadband-delivered program options. The Article notes that vertically and horizontally integrated MVPDs, such as AT&T and Comcast, are better situated to tolerate more frequent and lengthy blackouts. These companies can offset the adverse financial impact of MVPD subscriber churn with blackout-free alternatives, increased subscribership of their broadband services and unregulated bundling of services and content for subscribers willing to upgrade and pay a higher monthly fee. The Article closely examines a recent antitrust enforcement case that approved AT&T's acquisition of Time Warner, with an eye toward determining whether reviewing courts understood shifting marketplace conditions that affect the likelihood for more and longer blackouts. The Article concludes that in the AT&T case, both the district and appellate courts woefully underappreciated the ability of this widely diversified venture to trigger and tolerate more blackouts in its capacity as an MVPD and broadband access provider, separate and apart from its capacity as the new owner of Time Warner's "must-see" CNN and HBO content. The courts concluded that AT&T, having largely abandoned its leverage over access to the Time Warner video content, lacked the ability to trigger blackouts. The courts emphasized the long-term carriage agreements Time Warner had previously negotiated with unaffiliated MVPDs and AT&T's offer to maintain content access during arbitration of disputes occurring for seven years after merger approval. The courts failed to recognize the significant harm AT&T, in its capacity as a major national MVPD, could inflict on competition and consumers by increasing its use of blackouts for negotiating leverage.
The article focuses on the obstacles to legal immigration imposed by the Trump administration against those who are already in the US pursuant to their valid non-immigrant classification and those who are abroad and trying to reunite with family members in the US or seeking entry having a legitimate job offer from a US employer. Recent changes in US immigration policy have been achieved through restrictive interpretation and enforcement of existing law by the USCIS which is part of the Department of Homeland Security, and by the State Department (DOS) rather than by substantive legislative changes done in Congress. The article provides an overview of the most recent governmental restrictions affecting so called "business immigration" and family-based immigrant processing, and also restrictions on suspension of entry to the US due to Covid-19, introduced through presidential proclamations. Although the federal courts blocked several of these administrative initiatives, the anti-immigrant atmosphere is having a big negative impact on many groups of foreign nationals. Nationalistic notions of "making America great again" that should be accomplished through "buy American and hire American" principle, and legal uncertainty causing ongoing federal lawsuits will undoubtedly lead to America's further isolationism if President Trump wins the November 2020 election. ; aludwikowsk@law.gwu.edu ; Anna M. Bullet embolism is a rare and unpredictable complication of gunshot and mine‑explosive injuries. With only few cases described in the literature, bullet embolism may become a diagnostic challenge for emergency and military surgeons. Thus, bullet embolization is a rare phenomenon, the complications can be devastating.A clinical case of bullet embolism is described. 34‑years old man got combined abdominal‑skeletal mine‑explosive injuries with damage to hollow organs (duodenum and transverse colon), inferior vena cava and both low extremities. Internal bleeding was stopped by the inferior vena cava edge wound suturing. Wounds of duodenum and large intestine were sutured; gunshot fractures of both tibial bones were stabilized with external fixation devices. Computer tomography of the entire body showed the presence of embolus in the right middle lobe artery. Clinical manifestations of pulmonary embolism were not observed. The patients had several complications after surgery such as: multiple focal necrosis and perforations of transverse colon caused a fecal peritonitis; duodenum suture failure caused forming of a duodenal fistula; postoperative wound infection. These complications necessitated performing of multiple reoperations. Attempts of endovascular bullet extraction didn't undertake because of severe concomitant injuries, its complications and asymptomatic clinical course of pulmonary artery projectile embolism. Open surgery removing of embolus was successfully performed in 80 days after injury. The patient was discharged from hospital in good condition in 168 days after gunshot wound. Patients with an explosive‑mine wound and gunshot wound with no exit should to be examined with whole‑body computer tomography for determining possible projectile migration with bloodstream. Patients with asymptomatic pulmonary artery embolism should to be managed non‑operatively in the early posttraumatic period. In case of symptomatic pulmonary artery bullet embolism is reasonable to consider of a possibility of an open thoracic surgery. ; Пулевая эмболия является редким и непредсказуемым осложнением огнестрельных и минно‑взрывных ранений. В связи с наличием единичных литературных сообщений пулевая эмболия может оказаться существенным диагностическим вызовом для неотложных и военных хирургов. Хотя пулевая эмболия является редкостным феноменом, ее последствия могут стать фатальными для раненного.Описан клинический случай пулевой эмболии. Мужчина 34 лет получил сочетанное абдоминально‑скелетное минно‑взрывное ранение с повреждением полостных органов (двенадцатиперстная и поперечная ободочная кишка), нижней полой вены и обеих нижних конечностей. Внутреннее кровотечение было остановлено путем ушивания краевого ранения нижней полой вены. Ранения двенадцатиперстной и ободочной кишки были ушиты, огнестрельные переломы костей обоих голеней стабилизированы с помощью аппаратов внешней фиксации. Компьютерная томография всего тела показала наличие эмбола в правой среднедолевой легочной артерии. Клинических проявлений легочного эмболизма не наблюдали. В послеоперационный период у пациента возник ряд осложнений: множественные фокальные некрозы и перфорации поперечной ободочной кишки с развитием калового перитонита, несостоятельность швов двенадцатиперстной кишки с формированием наружного функционирующего дуоденального свища, нагноение послеоперационных ран. Упомянутые осложнения требовали проведения многочисленных повторных оперативных вмешательств. Попыток эндоваскулярного удаления пули‑эмбола не проводили из‑за тяжелой сочетанной травмы, ее осложнений и бессимптомного течения пулевой эмболии легочной артерии. Открытое хирургическое удаление пули‑эмбола выполнено на 80‑й день после ранения. Пациент был выписан в удовлетворительном состоянии на 168‑й день после огнестрельного ранения.Пациентам с осколочными ранениями без выходного отверстия целесообразно провести компьютерную томографию всего тела для выявления возможной миграции осколков с током крови. У пациентов с бессимптомным течением пулевой эмболии легочной артерии следует придерживаться консервативной тактики в ранний посттравматический период. В случае наличия клинических симптомов пулевой эмболии легочной артерии необходимо рассмотреть возможность выполнения открытого торакального вмешательства. ; Кульова емболія є рідкісним та непередбачуваним ускладненням вогнепальних і мінно‑вибухових поранень. У зв'язку з наявністю поодиноких літературних повідомлень, кульова емболія може стати значним діагностичним викликом для невідкладних та військових хірургів. Хоча кульова емболія є рідкісним феноменом, її наслідки можуть бути фатальними для пораненого.Описано клінічний випадок кульової емболії. Чоловік 34 років отримав поєднане абдомінально‑скелетне мінно‑вибухове поранення з пошкодженням порожнистих органів (дванадцятипала і поперечна ободова кишка), нижньої порожнистої вени та обох нижніх кінцівок. Внутрішню кровотечу зупинено шляхом ушивання крайового поранення нижньої порожнистої вени. Поранення дванадцятипалої та ободової кишки ушиті, вогнепальні переломи кісток обох гомілок стабілізовані за допомогою апаратів зовнішньої фіксації. Комп'ютерна томографія всього тіла показала наявність емболу в правій середньочастковій легеневій артерії. Клінічних виявів легеневої емболії не спостерігали. В післяопераційний період у пацієнта виникла низка ускладнень: множинні фокальні некрози та перфорації поперечної ободової кишки з розвитком калового перитоніту, неспроможність швів дванадцятипалої кишки з формуванням зовнішньої дуоденальної нориці, яка функціонує, нагноєння післяопераційних ран. Зазначені ускладнення потребували проведення численних повторних оперативних втручань. Спроб ендоваскулярного видалення кулі‑емболу не проводили через тяжку поєднану травму, її ускладнення та безсимптомний перебіг кульової емболії легеневої артерії. Відкрите хірургічне видалення кулі‑емболу виконане на 80‑й день після поранення. Пацієнта виписано зі стаціонару в задовільному стані на 168‑й день після вогнепального поранення.Пацієнтам з уламковими пораненнями без вихідного отвору доцільно провести комп'ютерну томографію всього тіла для виявлення можливої міграції уламка з током крові. У пацієнтів із безсимптомним перебігом кульової емболії легеневої артерії слід дотримуватися консервативної тактики в ранній посттравматичний період. За наявності клінічних симптомів кульової емболії легеневої артерії необхідно розглянути можливість відкритого торакального втручання.
Historical maps, like other thematic maps, have their specifics that need to be taken into account when preparing them. A historical map is compiled by a cartographer and a historian. These are professionals with different education (humanistic and technical) and different approaches to work. This results in different authors' trains of thoughts, which may be a source of mistakes in upcoming historical maps. Hidden errors that none of the experts thinks about because they do not know about them or because they seem to be irrelevant in their point of view, are especially serious. The objective of the article is to present the most common unknown unknowns in the preparation of historical maps which the authors acquired during the design of the Academic Atlas of Czech History, the Czech Historical Atlas and other historical maps. Incorrectly portrayed historical boundaries is the first type of error. If the main topic of a map are historical boundaries in particular, i.e. a political or administrative map is designed, the historian specializing in political affairs usually prepares the documents for the cartographer with great care. But if the historian asks for displaying historical boundaries only as support information for the map readers (e.g. for a migration map), they only specify a general requirement (e.g. borders up to 1938). Sometimes, they also provide a background map with these boundaries, which, however, is often in a too small scale. The cartographer, who is inexperienced in the creation of historical maps, then adopts the underlying map uncritically without asking or searching for more detailed sources (larger scale maps, text description of the boundaries) on their own. Also, the cartographer usually does not have deep knowledge of historical development. Then, the cartographer might miss some territorial change, which leads to omissions in the map. Alternatively, a certain part of the border is depicted to a wrong date. The historian does not alert the cartographer to the error because they consider (from their point of view) this small border deviation to be within the limit of the map language. Or, they have no idea what can be considered generalization for the given map scale and what goes beyond that. For historians, in general, the map is rather an illustration complementing their relevant text. The historian also often does not distinguish maps according to their positional accuracy (i.e. it is generally true that a map with a topographic background, harmonized with thematic elements, is more reliable than a map in the form of "colour spots") and it is sufficient for them if a phenomenon or a territory is described in the legend or in the text accompanying the map (written view). Therefore, the cartographer must notify the historian of inappropriate background sources and ask for better quality ones. The historian often demands in good faith that the upcoming map will capture several historical boundaries of different years. However, the cartographer must verify each partial state, harmonize it with other boundaries and water features and solve different levels of generalization of the data sources. As the number of boundaries increases, the map key is becoming more complicated (issues of colour and map sign structure resolution, border line overlaps). This leads to a substantial increase in the time needed for the preparation of the map. In addition, more information (boundaries) degrades the readability of the map and the map user may not be able to understand it correctly despite the hard work on the cartographer's part. In these cases, it is advisable to explain patiently the principle that less is more or, if there is no other way, divide a complex subject into multiple maps. The way how to write names of sites and locations (settlements) can also be an unknown unknown for both parties. There are usually no problems with current names of settlements based on the Latin script. More difficult, but manageable, is to agree on a system of romanization of non-Latin-script names (e.g. Arabic to Czech). A problem arises in historical maps. The historian and the cartographer should, after mutual discussion, find out whether they will use current names, historical names or common exonyms. Should historical names be used, it is necessary to determine what system of romanization will be used – whether from the official language for a given place and epoch or otherwise. In the case of the preparation of an atlas, it is necessary to enforce that the proposed system will be used by all authors to ensure the uniformity of the work. The cartographer must also consider the technical limitations of computer fonts, which rarely contain all required glyphs for proper romanization. The examples of unknown unknowns in historical maps preparation show that the ideal state would be if the mapmaker graduated from both cartography and the appropriate discipline of history or historical geography. However, in Czechia, there is insufficient demand for historical maps so that such an expert could hardly make a living off making historical maps only. Thus, cooperation of historians and cartographers is crucial. Communication, mutual learning, high-quality sources for maps and the willingness to discuss the upcoming map with other experts are the key prerequisites to success in eliminating errors. Enough time to prepare maps is another essential precondition.
