Knapp 20 Jahre lang - von 2002 bis 2021 - war die Bundeswehr in Afghanistan. Es war nicht nur einer ihrer längsten Auslandseinsätze, sondern auch der verlustreichste. Insgesamt kamen 59 deutsche Soldaten am Hindukusch ums Leben. 35 von ihnen fielen in Gefechten oder bei Anschlägen. Erstmals seit dem Zweiten Weltkrieg waren deutsche Soldaten wieder in kriegerische Handlungen verwickelt. Doch lange durften in der Heimat die Zustände in Afghanistan nicht das genannt werden, was sie waren: Krieg. Am Ende war der Einsatz vergeblich. Die Taliban sind wieder an der Macht. Afghanistan ist in die archaische Umnachtung zurückgefallen, aus der es gekommen ist. Angesichts neuer Krisen, Kriege und Bedrohungen ist der Afghanistan-Einsatz inzwischen fast vergessen. Dabei kann seine Bedeutung gar nicht hoch genug eingeschätzt werden: In Afghanistan hat die Bundeswehr gelernt zu kämpfen. Der Journalist und Historiker André Uzulis zeichnet in diesem Buch die Geschehnisse nach, die zwei Jahrzehnte lang die Truppe in Atem gehalten und die deutsche Sicherheitspolitik geprägt haben. Es geht um guten Willen und Naivität, um eine unverstanden gebliebene fremdartige Gesellschaft, um ein fernes Land mit anderen Maßstäben, um militärische Operationen, Tapferkeit und Kameradschaft. Aber auch um Korruption und politisches Versagen. Dies ist die erste Darstellung ihrer Art über den Bundeswehreinsatz in Afghanistan. In this article I analyze how Scînteia, the official newspaper of the Romanian Communist Party, was transformed in just one day into Scînteia Poporului. The analysis will be based on interviews with journalists and the collection of the two publications. The first issue appeared in the early morning hours of December 22, the second in the evening of the same day.

The author is grateful to the editors and the publisher for permission to issue this version. ; This chapter will focus on several case studies that illustrate the nature of the material and intellectual networks of authors, editors, publishers and translators who laid the foundations of the international republic of letters as a virtual third space between the inveterate system of aristocratic patronage and the growing mass of urban consumers. It shall first trace the evolution of the new conditions within the book market and the concerns they raised among authors through a comparison of some texts produced in England by Gabriel Harvey (ca. 1552-1631) and his circles with the pragmatic political vocabulary displayed a generation later by Antonio López de Vega (ca. 1586-1655) in Spain. Whereas Harvey and López de Vega shared the influence of international Ciceronianism, one of the most remarkable differences between them lies in the shift from the moral concerns of sixteenth-century humanism to the more pragmatic and disenchanted views expressed in the languages of neostoicism and Tacitism. The second part of this chapter will then examine the consequences deriving from the development of a new international market for the mass consumption of cultural products, chiefly printed matter, but also the public commercial stage. Situated between its status as a new form of mass entertainment in thriving urban milieus and its canonization as printed goods through the publication of the most successful among these plays, the public stage constitutes a uniquely dynamic phenomenon that illustrates these literary, intellectual and material developments. The international republic of letters stood as a heterogeneous and adiaphoric public space that grew out of these manifold tensions. The interdisciplinary discourse that created and regulated it was woven with the languages of moral philosophy, politics and theology, as well as the vocabulary of traditional literary doctrine. Its agents were–to use an expression coined by Antonio López de Vega—men of understanding engaged in a transnational conversation sustained by common language and common sense. This pragmatic and consensual view of language and knowledge resulted from the intersection between the new trends of cultural and literary mercantilism, on the one hand, and more traditional aesthetic theories founded upon the discourse of what David Summers has called Renaissance Naturalism, on the other.

Abstract
Albert O. Hirschman's Exit, Voice, and Loyalty. Responses to Decline in Firms, Organizations, and States (1970, in German 1974) deconstructs a stereotype of economic behavior that large parts of social sciences define and analyze as rational and goal-oriented. Hirschman confronts the image of a rational and efficient economy, constantly working towards maximizing output, with the fluctuation and deterioration of its performance. Exit and Voice constitute, according to Hirschman, the fundamental mechanisms available to counteract this tendency for performance decline. He introduces market and non-market forces into his analysis, thereby addressing both economic and political mechanisms, in order to advance the mutual recognition of both disciplines, which Hirschman deems insufficient. At the time of its publication, Hirschman's study was appreciated for its cross-disciplinary approach. In the eyes of the author however, what grants the book current relevance is its analytical compatibility with devastating present-day problems.
This article explores the definition of the term "cyberterrorism" in light of available literature and recent legislation in an attempt to distinguish cyberterrorism from other cyber activities and crimes. Cyberterrorism is the convergence of terrorism and cyberspace. The author discusses the differences between true cyberterrorism – that is, actual harm caused by cyber attacks – versus less malignant attacks that do more to annoy than harm. The author points out that the main difference between cyberterrorism and other cyber attacks, such as hacking and cracking, is that cyberterrorists are politically motivated, while other cyber attackers have non-politic motives.

Im Rahmen dieser Studie wurden lange Zeitreihen zu unterschiedlichen Indikatoren des französischen Bildungssystems des 19. und 20. Jahrhunderts erhoben. Die Daten teilen sich in zwei Gruppen auf: ein Teil bezieht sich auf den Besuch der Bildungsinstitutionen, der zweite Teil beinhaltet Daten zu den Bildungsausgaben der verschiedenen staatlichen Ebenen.
Die Daten zur Bildungspartizipation beinhalten 228 Zeitreihen zu folgenden Themen:
- staatliche und private Vorschulen, Grundschulen und Gesamtschulen
- Schüler (nach Geschlecht) in den Vorschulen, Grundschulen und Gesamtschulen
- Primärschulen und höhere Schulen in Frankreich und deren Schüler nach Geschlecht
- Gymnasien, Berufsgymnasien und deren Schüler
- Universitäre Ausbildung und einzelne Fakultäten
- Einschulungen bzw. Anmeldungen in Vorschulen, Primär- und Sekundärschulen, höhere Bildung (1815-1987)
- Bevölkerung Frankreichs nach Altersklassen (1815-1987)und (1776-1987)
Die Daten zu den Bildungsausgaben beinhalten in 136 Zeitreihen die Ausgaben in Millionen neuer laufender Francs für die Zeit von 1816 bis 1993.
Die Daten stammen aus rückblickenden Satellitenkonti der Volkswirtschaftlichen Gesamtrechnung und sind zum einen nach funktioneller Gliederung, untergliedert nach Bildungsebenen, und zum anderen nach wirtschaftlicher Gliederung, dargestellt nach Ausgabenarten, aufgeführt.
Es werden die Ausgaben auf der Staatlichen Ebene insgesamt, auf der Ebene des Staatshaushalts, der Regionen, der Départements, und der Kommunen und Gemeinden sowie für weitere öffentliche Verwaltungen dargestellt.
