International audience ; What do the borders of the European Union (EU) to its limits? The first part of this study shows how the EU presents scalable borders. The second part analyzes the issue of state candidates, so possible future enlargements which would mean a further decline in EU borders. Finally, examination of what the migration borders can be called will deepen the EU's geopolitical reality. ; Que nous apprennent les frontières de l'Union européenne (UE) de ses limites ? La première partie de cette étude montre combien l'UE présente des frontières évolutives. La deuxième partie analyse la question des candidats étatiques, donc des éventuels élargissements futurs qui signifieraient une nouveau recul des frontières de l'UE. Enfin, l'examen de ce que l'on peut appeler les frontières migratoires permet d'approfondir la réalité géopolitique de l'UE.

International audience Adoption law in France and Italy is quite similar, and since the 1990s, these two countries have been among those which adopt the largest numbers of children from abroad. But over a longer timescale, what are the similarities and differences in their adoption practices ? This article retraces the history of adoption law and practices in France and Italy since the nineteenth century. While adoption law in the two countries has followed a similar trajectory, the actual numbers of simple adoptions are very different, mainly because far fewer stepfamilies are formed after divorce in Italy than in France. By contrast, the number of full adoptions and the characteristics of the children concerned are similar in both countries. After facing a scarcity of domestic adoptable children, potential adopters have, since 2011, been confronted with a drop in the number of minors available for intercountry adoption. As a consequence, intercountry adoptees in France and Italy tend to be older, and more often have siblings and/or health problems or disabilities than in the past. ; La France et l'Italie ont des droits de l'adoption proches et font partie, depuis les années 1990, des pays qui adoptent le plus de mineurs à l'international. Mais, à plus long terme, dans quelle mesure les pratiques sont-elles similaires entre ces deux pays ? Cet article retrace l'histoire du droit et des pratiques de l'adoption en France et en Italie depuis le xixe siècle. Il apparaît que si ces deux pays ont connu des histoires semblables du droit de l'adoption, les nombres actuels d'adoptions simples sont très différents, principalement en raison du fait que les recompositions familiales après divorce sont beaucoup plus rares en Italie qu'en France. The two documents which are the subject of the present study, made to share property in the event of divorce, help to form an image on various aspects of daily life, poorly known from other sources: household size, land property, earnings in marriage furniture, tools, animals, prices, food, secular and religious involvement of the private life etc. In addition to legal information, both inventories, which stood at the base of documents on which the property was to be divided, reveal another perspective on social history of Arad in the late eighteenth century. ; National audience ; "Studii de demografie istorică (secolele XVII - XXI)", Corneliu Pădurean, Ioan Bolovan (coord.), Editura Gutenberg, Arad, 2010 Cele două documente care fac obiectul studiului de faţă, făcute pentru împărţirea averii în cazul unui divorţ, ne ajută să ne formăm o imagine despre unele aspecte de viaţă cotidiană mai puţin cunoscute din alte surse: mărimea gospodăriei, proprietăţile funciare, veniturile în timpul mariajului, unelte folosite, preţul animalelor, implicarea autorităţilor laice şi religioase în viaţa privată etc. Pe lângă aspectele legale, ambele inventare de divorţ, care stau la baza împărţirii averii, aduc o nouă perspectivă asupra istoriei sociale în Arad la sfârşitul secolului XVIII.

Diskussionen über die Geburtenhäufigkeit in Industrieländern beziehen sich fast ausschließlich auf die periodenbezogene zusammengefasste Geburtenziffer (Perioden-TFR). Wir vertreten den Standpunkt, dass die Verwendung dieses Indikators häufig zu einer fehlerhaften Interpretation von Periodenfertilitätsniveaus sowie -entwicklungen führt, was wiederum unscharfe politische Schlussfolgerungen und möglicherweise fehlgeleitete politische Maßnahmen mit sich bringt. Wir möchten dies anhand von vier für die Politik relevanten Beispielen aus dem heutigen Europa aufzeigen. Diese Beispiele zeigen, dass die TFR (a) die vermutete Kluft zwischen Kinderwunsch und realisierter Fertilität überhöht darstellt, (b) in vielen europäischen Ländern nach dem Jahr 2000 irrtümlicherweise einen deutlichen Anstieg der Fertilität suggeriert, (c) das Fertilitätsniveau von Migrantinnen häufig überzeichnet und (d) oft suggeriert, dass eine Familienpolitik, die zu einer Verkürzung der Geburtenintervalle geführt hat, eine Erhöhung des Fertilitätsniveaus mit sich gebracht hätte. Es gibt scheinbar keine für die Politik relevante Frage, bei der die Perioden-TFR der am besten geeignete Indikator ist und anderen vorhandenen Kennzahlen vorzuziehen wäre.

Discussions about fertility in developed countries refer almost exclusively to the period Total Fertility Rate (TFR). We argue that the use of this indicator frequently leads to incorrect interpretations of period fertility levels and trends, resulting in distorted policy conclusions and, potentially, in misguided policies. We illustrate this with four policy-relevant examples, drawn from contemporary Europe. These illustrations show that the TFR (a) inflates the presumed gap between fertility intentions and realised fertility, (b) erroneously suggests a significant fertility increase in many countries of Europe after the year 2000, (c) often exaggerates the level of immigrants' fertility and (d) frequently suggests that family-related policies which led to shorter birth spacing in fact brought an upward swing in fertility level. There seems to be no policy-relevant question for which the period TFR would be the indicator of choice to be preferred over other existing measures.

Celui de Berlin, qui exprimait le refus de toute liberté migratoire dans les pays communistes, n'a pas manqué pas à la règle. Mais il laisse dans l'histoire architecturale, économique, comportementale, des traces visibles et son héritage géopolitique n'a pas fini d'exercer des effets.

En este documento se busca esclarecer si el hecho de que entre 1979 y 2006, Colombia tuvo una mayor proporción de jóvenes en la población total, contribuyó a que hubiera mayores tasas de homicidio. Tal hipótesis se ha estudiado en otros países del mundo, pero ha recibido poca atención en nuestro país. Lo que se observó en este periodo fue una relación positiva y significativa entre el porcentaje de jóvenes en la población total y la tasa de homicidio. Para verificar hasta qué punto son los cambios demográficos los responsables del aumento en los homicidios, se empleó información de población y homicidios, desagregada por grupos de edad. Dos mecanismos a través de los cuales un cambio demográfico de esta naturaleza puede influir sobre los homicidios son considerados: el efecto de composición y el efecto específico de edad.

Die demographische Entwicklung in Deutschland ist durch eine Parallelität der unabhängig voneinander stattfindenden Trends charakterisiert, die sich in ihren Wirkungen noch gegenseitig verstärken: niedrige Geburtenrate, Altern der Bevölkerung, exponentialer Anstieg der Zahl sehr alter Menschen. In den letzten Jahren hat in Deutschland ein Umdenken eingesetzt, das nicht nur die Belastung durch Alterungsprozesse, sondern auch die in diesen Prozessen liegenden Potenziale und Ressourcen betont. In diesen Kontext gehören auch die fortgeführte Konsolidierung der Rentenfinanzen durch die "Rente mit 67" und die Furcht vor demographiebedingten Engpässen auf dem Arbeitsmarkt. Der Abschied von der Frühverrentungspraxis zieht jedoch keinen demographischen Automatismus nach sich, der die Arbeitsbedingungen und Beschäftigungsaussichten älterer Arbeitnehmern verbessern würde. Hier müssten folgende Maßnahmen ergriffen werden: Begrenzung des arbeits- und berufsbedingten Erkrankungsrisikos, Begrenzung des höheren Qualifikationsrisikos und Erhöhung der Arbeitsmotivation älterer Arbeitnehmer.
