By not described the 1982 UNCLOS in detail yet on a legislation, give rise to conflicts of authority in the management of natural resources, particularly coastal and marine resources. With the enactment of Law No. 32 of 2004 on Regional Government, the central Government gives greater authority to local governments to be able to manage coastal and marine resources, as well as regulate the central and local financial balance from the proceeds of natural resource management in the region. With this expected welfare of the local community can be increased significantly. The amount of authority given to the local government not expected to pose an excessive sense of regionalism that could harm the unity of the Republic of Indonesia. Therefore we need a thought which is based on national interest and progress of the nation and the state, through law enforcement and legislation and specific policies in anticipation of a conflict of interest and the use of illegal conducted by both Indonesian citizens and foreign citizens, which may be detrimental to the Unitary Republic of Indonesia.
In many countries the tendency of management development getting to the public sector is growing bigger.Especially underlined is the New public management role. Different authors, differently treat this conception. Onegroup understands it like an absolutely new perception idea, which unifies general tendencies that were dominatingin many countries and had an impact to the early stage of understanding the modernization of public sector. Otherssay that the New public management system isn't a new idea and it came from various theoretical thesis. Howeverscientific literature in most cases writes the opinion that the New public management has no independent theoreticalsources and that its theoretical base consists of two foundations: public opinion theory and management.Talking about standard basis, which regulates the dominating system of the local administration in the Republicof Lithuania, the author analyze only the acts of law that state the position of country about the dominatingsystem of local administration. That is, law acts have to have stated in them the main reform aspects of the publicsector. Noteworthy points of this strategy fixed in the law acts are: Country's long-term development strategy,Public administration expansion strategy as far as to year 2010, Lithuanian regional politics strategy to the year2013, balanced National development strategy. El objetivo del artículo es mostrar la centralidad que tuvieron las redes de adscripción construidas por los hombres principales de las localidades del valle del Patía y de sus inmediaciones. Particularmente, se expone la importancia de dichas asociaciones en la política y el gobierno local, se presenta su utilidad para explicar ciertas accionescolectivas, tal como la rebelión conservadora de 1851 en la región. The purpose of this research was to examine the influence of delegation of authority and organizational commitment to managerial performance in the regional government organizations in Tangerang City. This study distributed 61 questionnaires. Data analysis methods used by this research Partial Least Square (PLS). Stages of analysis with the method of designing a measurement model, test the outer model (validity and reliability), test the inner model (path coefficients), test the fit model (goodness of fit), hypothesis testing (resampling bootstraping) and conclusions.The results of the study found that delegation of authority had a significant positive effect on managerial performance and organizational commitment had a significant positive effect on managerialPerformance.Keywords: delegation of authority,organizational commitment, managerial performance
We use the two-country model of the euro area developed by Quint and Rabanal (2014) to study policymaking in the European Monetary Union (EMU). In particular, we focus on strategic interactions: 1) between monetary policy and a common macroprudential authority, and; 2) between an EMU-level monetary authority and regional macroprudential authorities. In the first case, price stability and financial stability are pursued at the EMU level, while in the second case each macroprudential authority adopts region-specific objectives. We compare cooperative equilibria in the simultaneous-move and leadership solutions, each obtained assuming policy discretion. Further, we assess the effects on policy performance of assigning shared objectives across policymakers and of altering the level of importance attached to various policy objectives.

From April 2004 through December 2004, we reviewed the express legal authorities of the 10 most populous US states to restrict the movement of persons to control communicable diseases. All 10 of the states possessed express legal authority to quarantine and isolate individuals, but the laws varied substantially. In the absence of declared emergencies, only 4 states had express authority to conduct area quarantine, and only 2 states had express authority to conduct group quarantine. During declared emergencies, 7 states had additional authorities for area quarantine. Express authorities are only part of states' legal powers to employ such movement restrictions, but substantial variation in express authorities across states could present potential challenges for the coordination of large national or regional epidemics.
В статье анализируется процесс элитообразования, характерный для 1990-х г. Он показал тенденции, связанные с усилением влияния и известной автономии региональных элит. Что позволило в ряде регионов перейти на паритетные отношения с властью Центра. В последующем Центр изменил механизмы регионального элитообразования, что позволило остановить "парад суверенитетов" и стабилизировать обстановку во власти и в стране в целом. Далее понадобилось выстраивание патронажной модели элитообразования, известной под образным брендом, как "вертикаль власти". ; The article analyzes the process of elite creation, characteristic of 1990s. It showed the tendencies, connected with strengthening of inuence and known autonomy of regional elites. This allowed in some regions to pass on parity relations with authority of the Centre. Later the Center changed the mechanism of regional elite creation, which let to stop «the sovereignty parade» and stabilize the situation in authorities and in the country on the whole.Later there was a need of developing the patronage model of elite creation, known under the image-bearing brand as «the vertical line of authority».
After the revocation of several paragraphs in Article 251 of Law Number 23 Year 2014 on Regional Government by the Constitutional Court, the Central Government no longer has the authority in an effort to overrule the Regional Regulations of the Regency / City. Decentralization is the reflection of economic and politic reformation. The politic change in developing countries in the last decade shows the tendency that local government has the authority to public service in the local society. Due to technology change and integration in the global market, it is a big demand for the government to control the politic and economic system in the country. The regional autonomy has two different effects. The regional autonomy, however gives the opportunity to their districts to grow and develop their own districts. On the contrary, the regional autonomy can be worse. This occurs due to the lack of preparation of the district to apply the policy. The key to minimize or eliminate the problem is by enhancing the quality of human resources. Preparation of business and bureaucracy to face the regional autonomy will be discussed.
Despite the rise of multiparty democracy, many African governments still struggle to control corruption and to improve the legitimacy of the state. To promote better governance, international development assistance supports ambitious reform agendas and idealistic models of governance. However, these programmes and interventions frequently misunderstand the realities of governance in weak and fragile states. Corruption and patronage are usually not clandestine, but highly visible. It is not a lack of information or awareness that keeps citizens from holding their governments accountable, but a lack of effective and legitimate channels for public dissent. In many countries, elite networks continue to protect their members as they violate laws - and also expect them to bend formal rules to advance the interests of their group. Public participation can only contribute to government legitimacy if it has a genuine impact on political decisions. However this is often not the case, because elites have little to gain from building political consensus or aggregating competing interests into collectively rational decisions. Decentralisation reforms result in the proliferation of local-level institutions, but fail to bring the state closer to the people. Most African states have never had strong control over peripheral territories, and have relied on informal gatekeepers and traditional authorities to access local populations. Neither central governments nor local gatekeepers have strong incentives to cede real authority to local-level political institutions. Well-intentioned reform programmes fail to have the desired effects, because they attempt to change the political reality to conform to idealised conceptions of governance. Governance reforms might be more successful if they focus instead on reducing the contradictions between formal institutions and informal practices in weak and fragile states. To this end, development organisations should actively engage in research and innovation.

This research is analytical descriptive: normative juridical approach, primary data collection technique, data analysis method: qualitative analysis.The results of the research: Aceh Land Affairs Office, has not yet become Aceh Land Agency.No the formation of Qanun which regulates concretely about the authority of the Aceh Land Agency related to the transition, is also an important factor of the non-functioning of the Aceh Land Agency.The lack of clarity on the legal status of the Aceh Land Agency as part of Aceh's regional apparatus is seen in several articles at Perpres No. 23 of 2015, this is inconsistent with the Authority Theory in running the government, as well as the principles of local government affairs, among others: the principle of decentralization, the principle of deconcentration and the principle of co-administration.
