Azerbaijan's post-Soviet history & President Heydar Aliyev's life & political career during & after the Soviet era are chronicled. Since 1993, Aliyev has faced significant challenges, including maintaining independence from Iran & Russia, & serving oil company demands. However, in pursuing power, he has left the country with weak institutions. No election during his term of office has been deemed free & fair, & laws were passed manipulating the democratic process & the independence of the judiciary. Internal & external conflicts still exist in Karabagh, in the Caucasus-Caspian region with regard to oil rights, & with political Islam. Succession to Aliyev is discussed. RESUMEN ¿Por qué los sistemas de dominación y las praxis de emancipación alcanzan eficacia legitimadora cuando logran trastocar la subjetividad en tanto núcleo de imaginarios, expectativas y pasiones colectivas? El texto se pregunta por la función práctica de los mitos, los modos de comprender los sentidos de la historia y la potencia política de los deseos colectivos. Dicho problema se estudia a partir de la producción teórica de algunos pensadores latinoamericanos, entre ellos Franz Hinkelammert. Postulamos que no hay emancipación posible sin su deseo, tampoco sin mito que avive la crítica a las concepciones deterministas de la historia. ABSTRACT Why do systems of domination and praxis of emancipation achieve legitimizing efficacy when they manage to disrupt subjectivity as a nucleus of imaginary, expectations and collective passions? The text asks about the practical function of myths, the ways of understanding the senses of history and the political power of collective desires. This problem is studied from the theoretical production of some Latin American thinkers, among them Franz Hinkelammert. We postulate that there is no possible emancipation without their desire, nor without a myth that encourages criticism of the determinist conceptions of history.

Addresses the relationship between the history of industrialization in the North & current economic & social development in the contemporary South. Whether economic development theories provide relevant tools to explain the rapid spread of industrialization is discussed. The growth-pattern approach does not directly refute the arguments of the transmitted growth theory, but rather, its nonfulfillment.
