В статье рассматривается становление институтов прямой демократии в российском обществе на разных этапах российской государственности с древних времен до 1917 г. Автор показывает многообразие императивных форм и демократических процедур выражения народной законотворческой инициативы, а также отмечает позитивные политические традиции участия российского населения в государственном управлении. ; The article deals with the history of development of different forms of people participation in state and social matters. The degree of realized interest in that kind of activity of Russian people during the periods of veche organization, representative monarchy, absolute monarchy and constitutional monarchy (1905-1917) is analyzed. The author demonstrated lots of examples of direct democracy practice showing people's law-making initiatives and forms of imperative within direct democracy procedures.

AbstractHuman rights rhetoric is a predominant approach in European anti-trafficking policies. Human rights activists, however, criticize measures designed to combat trafficking in human beings as being inherent harmful and a violation of human rights. The article examines the historical foundations and rationale of the anti-trafficking framework and focuses on two central concepts that pose a challenge to the overall understanding of trafficking due to the lack of international legal definitions, namely the concept of 'exploitation' and 'trafficked person'. The author argues that a clarification of these concepts should be worked upon and consequently the culture and politics of the external identification of trafficked persons should be transformed into securing the agency of (migrant) workers.

This chapter [...] will present the current Swiss education system including its German and French historical roots. In the third part, the empirical analysis demonstrates that Swiss education underwent remarkable changes, which were triggered by the PISA Study and the Bologna Process - despite reform-hindering domestic settings responsible for the backlog of reforms in the 1980s and 1990s. In the fourth part, the author evaluates the influence of IO governance instruments and national transformation capacities on reform processes in Swiss education policymaking and shows how the international initiatives were able to impact on Switzerland and how they functioned as triggers for significant domestic change. ResumenVENEZUELA , PHENOMENOLOGY OF A CRISISEnrique Neira FernándezThe author shows in a first reflection the historical conjunction presented in the crisis of social processes and structures in Venezuela. This crisis presents processes simultaneously derived from the important which means that it has become a country with great petrol riche which have provoked the modernization and urbanization in cities, aided by advanced technology and science. The main manifestations of this crisis are the lack of a political class, the lack of a new generation of leaders and the lack of institutionalism which has left society without clear definition to aid development. Becouse of these things, the vices of the Venezuelan are, e.g. lack of social responsibility, civil cowardliness and an indifference to society.

Статья посвящена анализу визита русской парламентской делегации в страны Антанты в апреле июне 1916 г., а также рассмотрению роли Государственной думы в развитии и укреплении отношений с союзниками. ; The extreme conditions of the First World War forced the Russian Ministry of Foreign Affairs to involve all possible foreign policy mechanisms and resources including such important tool as parliamentary diplomacy. The author analyses the visit of Russian parliamentary delegation in the Allied countries in April-June, 1916 and also considers the role of the State Duma in development and strengthening relations with allies.

English education was introduced by the British with the twin purpose of impressing upon the natives the value of western thought and of preparing them for taking up jobs to assist in the administration of the country. The first protégés were Hindus and there developed a Hindu middle class which began to demand concessions from the government without offering subservience in return. The British then began to encourage the Muslims to adopt English education in order to develop a counterpoise to Hindu middle class assertiveness. But among both communities English education was strictly an upper class affair in which the lower castes had no role.Written primarily for an Indian audience, the author hopes that this article will also be useful to Pakistani scholars and students of colonial history.

Abstract: Reference of Development in the Post-Tsunami Aceh: An Analysis Toward Islamic Based Development. Tsunami disaster occurred in Aceh causes not only in the lost of a great number lives but also in very serious destruction of infrastructure and every aspect of lives. Thus, in post Tsunami, rebuilding Aceh becomes the priority of the government. This article tries to analytically describe various government programs in rebuilding Aceh in the post Tsunami. In such a context, the author argues that besides referring to national development program (Propenas) rebuilding Aceh also refer to the regulation of Qanun of Aceh, a regulation of which constitutes the principles of Islamic teachings to be used as a blue print for rehabilitating and reconstructing in the post-Tsunami Aceh. The article analyses parliamentary oversight exercised by the Seimas (Lithuanian parliament). As a legal institute of a constitutional status, parliamentary oversight is complex in its nature in that it influences the executive branch by means of established oversight instruments in a systemic and independent manner and ensures the continuous and effective functioning of the executive power. Based on the doctrine of the sovereignty of the nation, the Seimas is the only governmental body that can exercise parliamentary oversight. This function of the Seimas is therefore very significant. In the article, the author analyses the function of parliamentary oversight exercised by the Seimas and the legal and practical conditions necessary for the permanent committees of the Seimas to exercise the function effectively and continuously.

Статья посвящена проблемам и противоречиям в правовом статусе государственных корпораций. Автор обращает внимание на особый подход законодателя к определению гражданской правоспособности названных организаций. В работе проводится анализ различных федеральных законов о государственных корпорациях, который выявил значительные отступления от общих принципов в определении объема и характера прав учредителя юридического лица. ; The article is devoted to the problems and contradictions of the legal status of state corporations. The author pays attention to the special approach of legislator to the definition of civil legal capacity of these organizations. Different federal laws about state corporations are analyzed. So considerable digression from general principles is shown at defining the extent and character of the founders' rights as a legal person.

The author reflexes about the consequences originated since the separation of the divine and the profane. Among other things, he gives a conceptualization of the State as a shape, in his judgment, artificious of protection against the collective wrongs. Likewise, he exposes the current forms of this political culture of laicism, which it disregards and excludes the divine. ; El autor reflexiona sobre las consecuencias originadas a partir de la separación de lo divino y lo profano. Entre otros, da una conceptualización del Estado como forma, a su juicio, artificiosa de protección frente a los males colectivos. Asimismo, expone las formas actuales que reviste esta cultura política laicista, que prescinde y excluye de lo divino.

The unique political status of First Nations People, the evolution of Indigenous policy, and the judicial framework for the establishment of the sovereignty and rights of self-determination of Indigenous People in the United States are critical reference points for the development of social policy in First Nation communities. The availability of economic resources in communities with successful Indigenous gaming ventures creates unique opportunities for the development of social policy and programs. The author argues that given the history of systemic oppression of Indigenous People through federal policy and judicial decisions, the need for strength-based approaches which empower First Nations People are especially critical in overcoming the legacy of colonial oppression Indigenous communities have endured in the United States.

Since 2000 the world has witnessed the rise of Islamic radicalism in Southeast Asia. This paper would like to see Islamic radicalism as a social movement by focusing on the process of collective identity formation. The author argues that collective action is not a given reality but is the outcome of the construction and consolidation of internal identity. That is why without understanding the construction of internal coherence; it is difficult to understand the logic of actions undertaken by the activists. This paper draws analysis from five radical islam organizations: Forum Komunikasi Ahlus Sunnah wal Jamaah (FKASWJ) and its military wing Laskar Jihad (LJ), Front Pembela Islam (FPI), Majelis Mujahidin Indonesia (MMI), Hizbut Tahrir Indonesia (HTI) and Jamaah Islamiyah (JI).
