The efforts of the Metropolitan Asylums Board in Victorian London to isolate cases of smallpox in hospitals, and so limit its spread, set off a controversy about 'hospital influence', i.e. alleged escapes of the disease into the neighbourhood. When, in 1870, the Board began to gather cases of smallpox into its new intra-urban isolation hospitals, nearby householders resisted, and in 1881 their fear of aerial transmission was endorsed by a government medical inspector, W. H. Power. Not all agreed with Power, but as a result from 1885 the Board removed almost all known cases of smallpox in London to hospital ships moored in the Thames Estuary. The ships failed to provide adequate and secure accommodation, however, and so Board smallpox hospitals were erected on the adjacent Dartford marshes. After 1903, there being no more smallpox epidemics in Britain, these isolation hospitals and many similar ones outside other towns and cities were little used for their main intended purpose. Their retention for many years thereafter can be seen as an application of the precautionary principle; it bears on current contingency plans in Britain and elsewhere for dealing with serious epidemics.
ABSTRACTDalits' (Untouchables) most democratic and productive politics relentlessly returns to questions of caste violence, sociality, sexuality and 'inclusion/exclusion' in the larger Indian body politic, thus producing a new matrix and mode of power within the category of the human itself. This article analyses the intellectual and anti‐caste leader Dr B. R. Ambedkar's (1891–1956) multi‐pronged – social, cultural and political – strategies of creating manuski (human dignity), dharmantar (religious conversion) and respectable samaj (community) in a doubly colonial – British and brahmanical – context. It offers the first analysis of Ambedkar's hitherto under‐examined speech of 16 June 1936 and other fragmentary evidence in Marathi by focusing on the changing contexts, complex conjunctures of socio‐sexual and material forces and political transformations that Dalit women engaged with to carve out their womanhood and humanity. The article examines the unmitigated contingencies of particular interlocked social, political, cultural, economic, emotional and moral battles of constituting a new political Dalit. It illuminates the ways the most stigmatised, 'immoral,' 'corrupt' and multi‐dimensional 'prostitute' emerged as a conceptual and categorical limit and embarrassment to Ambedkar's strategies of building Dalit power. The article's focus shifts away from imperial and European contexts and discourses to write histories of caste, gender and colonial sexuality from the vantage point of local Dalit women. This approach highlights the importance of writing histories of transnational and multilingual epistemologies that reorganize social and sexual norms in colonial and postcolonial societies.
Purpose: To investigate individual- and city-level factors associated with municipal officials' participation in a local land use policy that supports active living. Design: Cross-sectional study. Setting: Eighty-three cities in eight states. Subjects: Four hundred thirteen elected and appointed officials with various job functions including mayors, city councilors, aldermen, selectmen, city or town managers, and heads of departments of planning, community development, public works, transportation, engineering, parks and recreation, neighborhood services, and public health. Measures: A Web-based survey assessed perceived importance of physical activity and livability issues to job responsibilities; perceived resident support of local government action to address physical activity and livability issues; and residence. City-level factors obtained from Census data included percentage of commuters by walking, bicycling, and public transit. The dependent variable was self-reported participation in developing, adopting, or implementing a local land use policy supportive of active living. Analysis: Hierarchical (two-level: municipal official–city) logistic regression model, using R. Results: Municipal officials living in the city where they worked were significantly more likely to be involved in a land use policy. Higher perceived importance of livability issues was associated with participation. Perceived importance of physical activity was inversely associated with land use policy involvement. Higher city-level bicycling rates resulted in increased odds of participation in a land use policy. City-level walking rates were inversely associated with land use policy participation. Conclusion: Municipal officials who worked in cities with a higher proportion of bicycle commuters, who prioritized livability issues, and who resided in the city where they worked were more likely to engage in land use policies supportive of active living.

This article analyses Boris Akunin's writing concept of national identity and the possibility or impossibility of overcoming cross-national non-communication. The analysis is based on Akunin's texts of different genres (the Erast Fandorin's Adventures project, Tales from All Over the World, and Russian Man in England, a self-study book on fiction). It is noted that the "solution of the national question" during the thirty years of the writer's work in literature has undergone certain changes. The authors demonstrate that in the Fandorin project, Boris Akunin focuses on modelling and describing three barriers that exist in the perception and evaluation of the unfamiliar (the barrier of a foreign language, the barrier of a foreign way of life, and the barrier of foreign mentality). In Tales from All Over the World, the writer takes a different perspective of understanding the national complex. He is interested in the correlation between the national and the universal. This book is about the fact that national identity is nothing but a variant of an invariant, it comprehends universal values in a national arrangement. The self-study book on fiction Russian Man in England can be read as Akunin's final reflections on the possibility or impossibility of cross-national understanding. The analysis of this work demonstrates that it is a book of professional and national self-identification at the same time. Akunin does not simplify the possibilities of interethnic dialogue. According to the writer's concept, it is necessary not to adapt to a different national way of life, but to understand it. Only then does the formula "they are like me" begin to "work" realising itself extremely rarely and always incompletely. An attempt to understand a different mentality presupposes a whole complex of personal qualities, which is based on the ability for dialogue, analytics, intellectuality, cultural baggage and, most importantly, humanity.
Agathangel Krymsky's fundamental work "History of Modern Arabic Literature (XIX-XX centuries)" is a complete investigation of the history of Arabic literature performed with the utmost professionalism and erudition. Actually literature of the Arab countries of modern times appears in this work as the final link in a chain of human activity, as a result of social and political activism, the struggle of ideological and aesthetic trends in the social life of the Arab countries. However in the Krymsky assessment of historical and literary process in the Arab East is based on the traditional opposition of Europe (which is understood as the West) and the East of Arabs and Turks (understood as similar, if not identical world). Eurocentric approach is the basis for the study of the material. "Syria" in Krymsky's book is to be a vast territory without a well-defined borders, encompassing modern Palestine, Jordan and part of southern Turkey. Author proposes a new approach to the assessment of the Krymsky's contribution to the study of the history of Arabic literature and explores new ideas and views in this area. ; Фундаментальный труд А.Е.Крымского "История новой арабской литературы (ХIХ-начало ХХ в.) представляет собой абсолютно полное исследование всего возможного материала по истории новоарабской литературы, выполненное с высочайшей эрудицией и профессионализмом. Вместе с тем, в работе А.Е.Крымского оценка историко-литературного процесса на арабском Востоке базируется на традиционном противопоставлении Европы, понимаемой как Запад, и Востока, арабского и турецкого, понимаемых как в значительной степени аналогичный, если не идентичный мир. Европоцентристский подход является базовым для исследования материала. Основной пафос работы сводится к поддерживаемому авторитетом многих европейских востоковедов и самих арабских деятелей культуры ХIХ в. (Кремер, аль-Бустани и др.) убеждению в том, что прогрессивное развитие арабской культуры и литературы в Новое время должно быть непременно поступательным и подражательным по отношению к западноевропейской модели. В традиционном историко-географическом смысле "Сирия" в работе Крымского понимается как обширная территория без строго очерченных границ, охватывающая современные Палестину, Иорданию и часть Южной Турции. Автор предлагает новые подходы к оценке огромного вклада А.Е.Крымского в изучение истории новоарабской литературы, анализирует новые взгляды и идеи в этой области.
AbstractNursing care of the 1830s−40s required significant financial stewardship, material resources, spiritual fortitude and political support alongside the everyday routines of cleaning, cooking and home visiting. The minutiae of Catholic, Protestant and other Prussian institutional donations, budgets and schedules, government records and occasionally women's own writings reveal how German nursing was not a singular and timeless profession. Rather, the feminisation of nursing emerged out of a myriad of gendered ways elite, bourgeois, religious and working women collectively cared for the poor and the sick even before bacteriology and maternalist women's movements transformed nursing in the late nineteenth century.
The article investigated and analyzed the activities of the Central Museum of State Border Guard Service of Ukraine, as the only place in the country which maintain unique collections that allow us to thoroughly explore not only the history of the emergence of borders in our country, but also activities relevant services and institutions that have cared for many centuries border security of the state from ancient times to the XXI century. After all it is known that the border serves not only as a geographical boundary for political subjects or jurisdictions, and is primarily one of the hallmarks of statehood. So the main purpose and purpose of the Central Museum of State Border Guard Service of Ukraine was and remains preservation and promotion of the history and traditions of the border service of our state. In this article, the authors explore how the Central Museum of the Border Guard Service of Ukraine has changed. As it is from the institution that was engaged collection, study, storage, presentation of exhibits, and also acquainting the general public with the formation, life and activities of State Border Guard Service and its predecessors in Ukraine, gradually transformed into a real center of research work with search and storage of documentary materials, individual things, weapons, memories related to the protection of Ukraine's borders from ancient times to the present. In addition, the authors identified the important role of the Central Museum of State Border Guard Service of Ukraine as a military-patriotic center educating young people and preparing them for service in the State Border Guard Service Ukraine, which acquires special relevance and urgency in the conditions when "The Russian Federation is committing a crime of aggression against Ukraine and is committing it temporary occupation of part of its territory. This article examines war's lasting bodily legacies by focusing on the Vietnam veterans' Agent Orange movement that arose in the mid‐1970s. This movement pushed for the recognition of the disabling effects of Agent Orange not only on veterans themselves but also on their children. By taking biological responsibility for miscarriages or children's birth defects, veteran‐fathers challenged gender norms that blamed women and required men to hide their grief about both war and children. They also reinforced pitiful representations of children with disabilities in seeking to win benefits for their children. This article studies the representations of and discourses about these children, including how race and gender informed media coverage of the Agent Orange movement. Although women fought on behalf of Vietnam veterans and their families, their roles nevertheless remained circumscribed within conventional gendered expectations and domestic arrangements. The article uses the methods of disabilities, gender, social and cultural history to analyse veterans' movement records as well as newspapers, Congressional hearings, television news and documentary films. It underscores the centrality of disability as a category of historical analysis and the value of (re)considering the fields of war, gender and reproduction through the analytical lens of disability.
