The authors assert that sovereignty can no longer be seen as a protection against interference, but as a charge of responsibility where the state is accountable to both domestic and external constituencies. In internal conflicts in Africa, sovereign states have often failed to take responsibility for their own citizens' welfare and for the humanitarian consequences of conflict, leaving the victims with no assistance. This book shows how that responsibility can be exercised by states over their own population, and by other states in assistance to their fellow sovereigns. Sovereignty as Responsibility presents a framework that should guide both national governments and the international community in discharging their respective responsibilities. Broad principles are developed by examining identity as a potential source of conflict, governance as a matter of managing conflict, and economics as a policy field for deterring conflict. Considering conflict management, political stability, economic development, and social welfare as functions of governance, the authors develop strategies, guidelines, and roles for its responsible exercise. Some African governments, such as South Africa in the 1990s and Ghana since 1980, have demonstrated impressive gains against these standards, while others, such as Rwanda, Somalia, Liberia, Nigeria, and Sudan, have failed. Opportunities for making sovereignty more responsible and improving the management of conflicts are examined at the regional and international levels. The lessons from the mixed successes of regional conflict management actions, such as the West African intervention in Liberia, the East African mediation in Sudan, and international efforts to urge talks to end the conflict in Angola, indicate friends and neighbors outside the state in conflict have important roles to play in increasing sovereign
Abstrak Program Campus Social Responsibility merupakan program terkait penanganan sosial yang bertujuan agar anak yang putus sekolah kembali bersekolah dan anak rentan putus sekolah tetap mau bersekolah. Penelitian ini merupakan penilitian deskriptif dengan pendekatan kualitatif. Tehnik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Tehnik Analisis data yang digunakan reduksi data, display data, dan verifikasi/penarikan kesimpulan. Hasil penelitian menunjukkan pada kriteria Standart, Tujuan dan Sasaran kebijakan dikatakan berhasil. Standart pendampingan sudah sesuai, tujuan kebijakan sudah tercapai banyak anak yang putus sekolah dan rentan putus sekolah kembali bersekolah dan sasaran program sudah sesuai yaitu pada anak bermasalah sosial namun masih terdapat kendala. Pada kriteria sumberdaya, sumberdaya manusia dan finansial sudah mencukupi dan berkualitas sedangkan sumberdaya waktu terdapat kendala terkait jadwal pendampingan. Pada kriteria karakteristik agen pelaksana terdapat kendala yaitu mahasiswa belum berpengalaman dalam memecahkan permasalahan adik asuh dan keluarga. Pada indikator komunikasi antar organisasi terkait sudah baik dengan diadakannya rapat rutin evaluasi dengan pihak yang terlibat tetapi komunikasi antara mahasiswa dengan adik asuh masih kurang. Pada indikator Lingkungan sosial, ekonomi dan politik yaitu terdapat pengaruh ekonomi dan sosial dalam menghambat keberhasilan program CSR akan tetapi pada lingkungan politik sangat membantu keberhasilan program CSR. Saran peniliti untuk Program Campus Social Responsibility Dinas Sosial Kota Surabaya (Studi Pada Pendampingan Mahasiswa Asuh Terhadap Anak Bermasalah Sosial) yakni: 1)Mahasiswa memberikan pendampingan pembelajaran yang inofatif sehingga anak merasa senang ketika dilakukan pendampingan 2) Mahasiswa harus terus menggali potensi didalam dirinya dan mempunyai pengalaman yang luas dalam kegiatan sosial 3)Dinas Sosial seharusnya menyediakan anggaran khusus untuk membantu perekonomian keluarga adik asuh terutama untuk pemenuhan kebutuhan sehari-hari 4)kakak pendamping harus mengkonfirmasikan ketidak hadiran kepada Satgas TKSK di Kecamatan masing-masing tempat bertugas. What ethics means in the field of evaluation is largely confined to matters of face-to-face interaction of professionals with those with whom professionals work; what is commonly referred to as professional ethics. Less attention is given to the normative characteristics that are unique to evaluation professionalism. This essay focuses on the normative political characteristics of professional ethics in evaluation; that is, how the profession ought to be connected to conceptions of the citizenry and the common good. It argues for a professional ethic referred to as democratic professionalism.

A personal account of an ethical double standard evident in responses to educational research pertaining to race & IQ. The existence of a taboo on such research is assserted, & some practical results of the socially sensitive nature of race/IQ research are recounted, focusing on political constraints placed on empirical research (or publication of findings) conducted in the public sphere. Eight specific, personal experiences stemming from this taboo are described. It is suggested that the honesty, ethics, & rigor of researchers whose work supports liberal ideas are subject to less intense, more forgiving scrutiny than are the ethical standards & empirical rigor of researchers whose results throw doubt on liberal assumptions. 4 References. Naturalized moral epistemology eschews practices of assuming to know a priori the nature of situations and experiences that require moral deliberation. Thus it promises to close a gap between formal ethical theories and circumstances where people need guidelines for action. Yet according experience so central a place in inquiry risks "naturalizing" it, treating it as incontestable, separating its moral and political dimensions. This essay discusses these issues with reference to Margaret Walker's Moral understandings.
