This edited collection centers the Cabo Verdean Community in the United States in the last thirty years and explores topics such as race, identities, health, culture, gender relations, education, and immigrant community solidarity from new, critical perspectives.

The paper presents the results of a quantitative survey of the perception of the readiness of state administration and local governments, households and citizens to react in crises caused by floods in the Republic of Serbia. Starting from the theory of readiness as the framework for explaining the way in which the community changes with regard to the implementation of certain preventive measures, the impact of certain demographic, socio-economic and psychological characteristics of citizens on their perception of the readiness of the mentioned subjects of the protection and rescue system is examined. The objective of quantitative research is the scientific explanation of the impact of these factors on the perception of readiness. Starting from the empirically not tested state of perception of the readiness of the protection and rescue system for reaction, this paper has the scientific and social significance. Furthermore, research results can be used to improve the readiness of such system. ; U radu su izneti rezultati kvantitativnog istraživanja percepcije pripremljenosti organa državne uprave i jedinica lokalne samouprave, domaćinstva i građana za reagovanje u kriznim situacijama izazvanim poplavama u Republici Srbiji. Polazeći od teorije pripremljenosti kao okvira za objašnjenje načina na koji se zajednica menja u pogledu sprovođenja određenih preventivnih mera ispituje se uticaj određenih demografskih, socio-ekonomskih i psiholoških karakteristika građana na njihovu percepciju pripremljenosti navedenih subjekata sistema zaštite i spasavanja. Cilj kvantitativnog istraživanja predstavlja naučna eksplikacija uticaja navedenih faktora na percepciju pripremljenosti. U istraživanju sprovedenom u 19 lokalnih zajednica u Srbiji primenom strategije ispitivanja u domaćinstvima, višeetapnim slučajnim uzrokovanjem anketirano je 2.500 građana u toku 2015. godine. Rezultati istraživanja ukazuju da je ocena pripremljenosti za reagovanje najviša je kod domaćinstva (M = 3,03), a najniža kod organa jedinica lokalne samouprave (M = 2,86). Utvrđena je statistički značajna povezanost pola, godina starosti, visine prihoda i prethodnog iskustva sa percepcijom pripremljenosti domaćinstva. Sa druge strane, na percepciju pripremljenosti državnih organa statistički značajno utiču godine starosti, status zaposlenosti, visina prihoda i prethodno iskustvo. Posebno je značajno spomenuti da strah ispitanika od kriznih situacija ne utiče na percepciju pripremljenosti za reagovanje. Polazeći od empirijski neispitanog stanja percepcije pripremljenosti sistema zaštite i spasavanja za reagovanje rad poseduje visoki naučni i društveni značaj. Pri tome, rezultati istraživanja mogu biti iskorišćeni za unapređenje pripremljenosti takvog sistema.

The United Nations held a week-long Congress on Public International Law at its headquarters in New York in 1995 - the year of the celebration of the Organization's fiftieth anniversary - under the general theme `Towards the Twenty-first Century: International Law as a Language for International Relations'. The purpose of the Congress was thus to assist the international community, and in particular the legal profession, to meet the challenges and expectations of the present-day world. Views were expressed, and exchanged, on the codification, progressive development and implementation of public international law, both in theory and in practice, as well as on its teaching and dissemination. The Proceedings of the United Nations Congress contain the presentations and lectures of well-known jurists and professors - in the language given (English, French or Spanish) - as well as discussions that took place after the lectures. Subject matter includes: (1) The principles of international law: theoretical and practical aspects of their promotion and implementation; (2) Means of peaceful settlement of disputes between States, including resort to and full respect for the International Court of Justice; (3) Conceptual and practical aspects of the codification and progressive development of international law: new developments and priorities; (4) New approaches to research, education and training in the field of international law and its wider appreciation; and (5) Towards the twenty-first century: new challenges and expectations

We examined patterns and predictors of perceived need, use, and unmet need for mental health services by custodial grandchildren within the school‐based and community‐based delivery sectors. Data were from a national sample of 610 grandmothers caring for grandchildren ages 6 to 17 in the absence of biological parents. Overlapping use of services across both sectors was common, although use of school‐based services (51%) was higher than that of community‐based services (37%). Multiple regression analyses based on the Andersen Behavioral Model revealed the following shared predictors of mental health service use across both sectors: grandchildren's externalizing symptoms, other grandchildren in the household with medical or psychiatric diagnoses, and corresponding use of services in the other sector. Predictors were similar when analyses were conducted with families recruited by either probability or convenience‐based methods. Findings suggest the need to coordinate and integrate mental health services for custodial grandchildren across different delivery sectors.

The pervasive influence of Lockean religious convictions motivated the framers of the Constitution to establish a new form of government, provided the theoretical basis for the document itself, and inspired its popular ratification. Part II will lay the groundwork for this thesis by outlining Locke's life and sources of his religious beliefs. Part III will undertake a more substantive examination of Locke's opinions and the writings that memorialized them. Establishing how Lockean ideas of natural law, social contract, and reason are related to the inspiration, drafting, and acceptance of the Constitution takes place in Part IV, before the article's conclusion in Part V.

Religious and charitable foundations are often held to have been a sub¬stantial presence in pre-industrial societies. One of their key tasks was the funding of public services, specifically social and religious services. This dissertation has tried to explain the regional variation in the extent to which foundations funded these public services. It was first documented that foundations funded their activities through returns on asset ownership, especially land. The religious and charitable sector owned up to forty per cent of the land in regions with weak territorial states and a strong nobilities. Large-scale asset ownership had economic consequences. High levels of institutional landownership resulted in significant distortions on lease markets for land. However, the ownership of financial instruments by foundations made them only a minor presence on late-medieval financial markets. The religious and charitable sector made modest, though significant contributions to social spending in the late-medieval period. Asset returns, a crucial aspect of the finance of foundations, were unimportant for the funding of education. Religious services were by far the highest priority of foundations. In terms of expenditures on the their primary purpose, religious and charitable foundations were efficient organisations, having about as much overhead as present-day charitable and public equivalents. The religious and charitable sector varied in size, reaching between three and fifteen per cent of regional GDP. The sector had grown at an annual rate of circa 0.4 per cent in the late-medieval period to reach this size. This means that as far as their economic weight is concerned, the literature probably overstates the importance of church and charity in the medieval period. The final task of this research was to find out what determined the levels of public service provision. Despite the ubiquity of disaster and the increasing toll in human lives and financial costs, much research and policy remain focused on physical infrastructure–centered approaches to such events. Governmental organizations such as the Department of Homeland Security, United States Federal Emergency Management Agency, United States Agency for International Development, and United Kingdom's Department for International Development continue to spend heavily on hardening levees, raising existing homes, and repairing damaged facilities despite evidence that social, not physical, infrastructure drives resilience. This article highlights the critical role of social capital and networks in disaster survival and recovery and lays out recent literature and evidence on the topic. We look at definitions of social capital, measurement and proxies, types of social capital, and mechanisms and application. The article concludes with concrete policy recommendations for disaster managers, government decision makers, and nongovernmental organizations for increasing resilience to catastrophe through strengthening social infrastructure at the community level.
