Vast and rapidly moving social, political and economic changes characterize our times. Almost all current academic political discussion is under the influence of this massive fact. To deal with the rapidity and complexity of these changes new techniques of summarizing, condensing, tabulating, organizing and distributing information have been developed. Corresponding habits of rapid reading and machinelike memorization, reading with a minimum of reflective thought, often seem to be appropriate for imbibing much of this material.

Human rights have lately become the focus of a global debate, but the concept raises profound ideological, cultural and normative issues that the current debate does not sufficiently address itself to. This paper brings to bear on the issues of human rights a world-order perspective that is sensitive, not only to the question of state power, but also to economic rights and social justice, as well as the problem of militarization. The paper argues against the tendancy to abstract the question of human rights in a manner that makes it irrelevant to the broader, world-order agenda. It is particularly concerned with the linkage between human rights, on the one hand, and basic economic needs, on the other.

The subject of this article is the Peronist union leadership in the period from the fall of Perón in 1955 until the elections of March 1973, which heralded the return of Peronism to power. The first section examines this leadership mainly in terms of its internal power base, especially vis-á-vis its membership. This involves primarily an examination of internal union government, union elections, and potential limitations of leadership power by the rank and file. The second part looks at the union leadership in terms of its power as a political force bargaining on behalf of the Peronist movement. This will also involve a brief look at the union leadership's relationship with Perón himself. Finally, the third section attempts to suggest an explanatory framework within which to situate the development of this union leadership's power.
